<br />d) State Canals and Reservoirs. <br />C.R.S. 9937-88-101, 37-88-109. <br /> <br />The statute authorizes the Department of Corr~c- <br />tions to locate, acquire, al,(1 construct ditches, ca',als, reservoirs, <br />and feeders for irrigating and domestic purposes for the use of the <br />State of Colorado. Urban Dra~nage and Flood Co~tro~ Act. <br /> <br />C.R.S. 932-11-101, et. seq., established the Jrban <br />Drainage and Flood Control District, including a~l of the City and <br />County of Denver a, d the urbanized and urbanizil,g portior,s of Adams <br />Arapahoe, Boulder, Douglas and Jefferson Counties. A fifteen person <br />Board, comprised of thirteen elected officials and two Drofessional <br />el'gineers, is given the power to (1) pIal solutions to drainage an(1 <br />flood control problems (with an authorized mill levy of .1 mill); <br />(2) construct drainage and flood control improvene"ts (with an <br />authorized mill levy of .4 mill); (3) and ma intain such improvenents <br />and other natural drainageways within the District (with an authorized <br />mill levy of .4 mill). The Board also has the power to adopt and <br />enforce a flood plain regulation. <br /> <br />III. FINANCING DRAINAGE IMPROVEMENTS. <br /> <br />- <br /> <br />"The ability of one owner to develop :.and, <br />install impervious surfaces, alter drainage <br />paths, and accelerate runoff onto other pro- <br />perties involves more than issues of what <br />rights and relief should be accorded neighbor- <br />ing property owners. Urbanization may doublv <br />or triple the peak flows of five - and ten- <br />year floods. Lands far downstream may be <br />severely affected by the cumulative inpact or <br />unplanned and unregulated changes in drainage <br />patterns due to urban clearance, grading, and <br />development.
