Culverts under County Road 17 will be provided to allow <br />for drainage from Ordway West Subdivision. A channel <br />from these culverts should be constructed to provide <br />drainage to the lateral west of Town. <br /> <br />v. If there is enough funding, the open channel by the <br />nursing home could be improved and perhaps filled in to <br />eliminate the stagnant water. One possible solution is <br />to extend the existing storm system to the east, pro- <br />vide for a underdrain and fill in the existing channel, <br />but allowing for a grass1ined channel to accommodate <br />future development runoff. <br /> <br />vi. Subject to avai1ab1e funding, a lateral storm system <br />for the downtown area would be installed. <br /> <br />vii. Selected streets would be recommended for paving and <br />curb and gutter. <br /> <br />b. Phase II: Will consist of the balance of items mentioned <br />under Phase I, however, not funded under Phase I, together <br />with the following improvements. <br /> <br />i. A channel diversion of the west flow path to convey <br />runoff originating north of the Town limits, around the <br />Town to the wes t. <br /> <br />c. Phase III: Will consist of the improvements associated with <br />the eastern portion of the Town, specifica11y to expand the <br />culvert capacity under the Railroad. <br /> <br />d. Phase IV: Would be the construction of the detention pond, <br />if necessary, north of the present Town limits, on the <br />western flow path. <br /> <br />Abel Engineering and Simons, Li & Associates, Inc. (SLA), were <br />directed to investigate the following issues: <br /> <br />1. Instead of havi ng the diversion channel along County Road 17 and <br />First Street, the diversion channel cou1d cut across the open <br />field to the west, thereby saving some construction costs. <br /> <br />2. SLA should investigate the detention pond being located on the <br />county ground north of Town, and evaluate its effects on <br />downstream runoff rates. <br /> <br />The next task will be to provide the Town with a cost estimate for <br />Phase I. This estimate would be used by the Town in their January <br />submittal to the Division of Local Affair CBG program.
