The foll owi ng items were di scu ssed in the December 22 meeti ng:

1. The Criteria Manual which was prepared by Abel Engineering was
discussed. It was decided that the Manual be revised such that
sidewalks will be attached to the curb unless required otherwise
by the City.

2. The base map illustrating the design points for the runoff calcu-
lations was presented and discussed.

3. The various alternatives for the Town's stonn system was pre-
sented. After a brief discussion, the entire piped solution was
eliminated. Furthermore, the general decision was to provide a
system for the 10-year storm, and improve the entrance to the
central box culvert to provide for the 100-year runoff.

After additional discussion, the following recommended alter-
natives were reached.

a, Phase I: This phase will consist of the following items:

i. The inlet on the central box culvert at the Town park
will be improved.

ii. A grass1ined channel will be installed between the
Railroad and First Street from Arkansas Street to
Colorado Street. First Street will be either
regraded, paved and curb and gutter installed to take
the drainage from the north side of the street to the
proposed channel, or culverts will be provided at the
intersections to drdin the aredS north of First Street.
If First Street is regraded, the north side ditches
would be filled in.

iii. The proposed grass1ined channel will be drained via a
pipe to the central box culvert.
