4. Telephone federal and state agencies including the USGS, NWS, NRCS, FEMA, DOLA,
CDOT, DWR, and others to obtain any available information related to the storm events and
flooding. Examples of information to be collected shall include general flood facts, available
reports, streamflow gage measurements and hydro graphs, color NEXRAD Radar images,
meteorological information, agricultural and other damage estimates, streambank and
watershed protection measures, and estimated federal expenditures for post-flood tasks.
Meet with selected officials when necessary to obtain pertinent information.

Develop New Information

1. Perform 80 man-hours worth of field investigations to obtain channel cross-sections, high
water marks, rainfall bucket surveys, photographs, interviews, and other flood data. The
locations and goals of the field visits shall be discussed with and approved by the CWCB
prior to the fieldwork.

2. Perform engineering and technical analyses necessary to quantify meteorological,
hydrologic, and hydraulic characteristics and other flood characteristics. Estimate
frequencies of the maximum point rainfall amounts for each major rainstorm. Estimate
frequencies of the resulting flood flows where flow estimates are available or are generated
from this Project. Use available baseline data such as NOAA Atlas 2 for estimating rainfall
frequencies. Frequencies of the 1997 peak streamflows should be estimated by comparing
values to one of the following sources (whichever is the most appropriate on a case-by-case
basis): Results from regional regression equations, published floodplain reports, FEMA
Flood Insurance Studies, or stream gage analyses.

Summarize and Inventory Collected Information

1. All telephone conversations should be summarized and recorded on a standardized
"telephone conversation record" as provided by the CWCB.

2. All meetings shall be summarized in a concise "meeting minutes" report.

3. All field investigations shall be summarized in a concise field reconnaissance report which
shall include an overview/purpose of the trip, any contacts made, location description, and
summary of investigations and findings.

4. Develop a spreadsheet or database to track all contacts and information sources for this
project. Include individual names, agency names, telephone numbers, and types of
information collected. Keep a record of all borrowed materials that needs to be returned to
the person or agency that loaned the materials.

5. Maintain an organized filing system to catalogue the collected data and information for each
geographical area.

3
