<br />non-declared counties resulted from rapid snowmelt of the mountain snowpack, intense rainstorms,
<br />or a combination of rain and snowmelt.
<br />
<br />Obiective
<br />The Project objective is to develop a flood documentation report that summarizes the
<br />meteorological, hydrologic, hydraulic, damage, and mitigation aspects of the flooding throughout
<br />Colorado for the 1997 flood season, which is generally from May 1997 through October 1997.
<br />A significant portion of the well publicized flooding occurred in late July, but other events
<br />happened at different times during the flood season. It is desired to collect data and document
<br />the significant and notable floods of 1997 on a statewide basis.
<br />
<br />Following is an outline of representative tasks that need to be performed in order to fulfill the
<br />requirements of this Project. CWCB shall do the following tasks for Logan County, and
<br />Contractor shall do the following tasks for each of the remaining 12 declared counties::
<br />
<br />Collect Existing Information
<br />
<br />1. Meet with CWCB staff (Larry Lang, Tom Browning, Brian Hyde, and Mark Matulik) to
<br />obtain existing flood documentation, surveys, reports, photos, videos, field notes, and flood
<br />facts already available for the 1997 flood events. Review existing floodplain reports in the
<br />CWCB's floodplain information library to obtain flood histories, hydrologic data, hydraulic
<br />data, and other pertinent information related to the Project. Telephone and/or meet with the
<br />State Hazard Mitigation Officer (Fred Sibley, Colorado OEM) to obtain other disaster-related
<br />facts.

<br />2. Telephone appropriate County, City, and Town officials to obtain as much information as
<br />possible regarding rainfall amounts, geographic extent of flooding, estimated flood damages,
<br />affected streams and local drainage areas, estimated peak flow amounts, types and amounts
<br />of repair work after flooding, local expenditures for any emergency operations/flood
<br />fighting/mitigation, photos, maps, videos, and other pertinent data as requested by the
<br />CWCB. Types oflocal officials that shall be contacted include Emergency Managers, Public
<br />Works Directors, Road and Bridge Supervisors, Engineers, Administrators, Planning
<br />Directors, Elected Officials. In communities that do not have technical staff, Clerks or other
<br />representatives shall be contacted to obtain information. Some meetings with local officials
<br />may be necessary to collect data and to further investigate and discuss flood facts.

<br />3. Contact private citizens, fanners, ranchers, and others only in cases where contact leads are
<br />provided by local officials, perform follow-up phone calls to obtain additional information
<br />from private citizens, fanners, ranchers and others. The Contractor will not be required to
<br />generate a list of private contacts on their own initiative for this study. The purpose of the
<br />additional contacts is to collect information on eyewitness accounts, rainfall information, and
<br />other flood facts. The Contractor shall place classified ads in the most appropriate local
<br />newspaper for each county under study, with the exception of Larimer and Logan Counties,
<br />to obtain flood information from private citizens (including farmers, ranchers, etc.). The
<br />private citizens should forward pertinent flood data, observations, photos, video and other
<br />related material to the Contractor by a specific deadline. The CWCB and the Contractor will
<br />mutually agree upon the deadline. The CWCB will assist the Contractor in obtaining flood
<br />related information from various consulting engineering firms within Colorado, and that data
<br />will be used in the report as well.
