<br />EXHIBIT "A" <br /> <br />SCOPE OF WORK <br /> <br />FLOOD DOCUMENTATION REPORT <br />1997 Presidential Disaster Declaration DR-1186-CO <br /> <br />March 16, 1998 <br /> <br />Contractor <br />For the purposes of this Project, the consulting engineer (Contractor) shall be the firm of <br />Riverside Technologv. Inc., a Colorado corporation. The Colorado Water Conservation Board <br />(CWCB) is the Project Sponsor. The maximum State funding to the Contractor for this Project is <br />$40.000.00. <br /> <br />Summary of ReQuested Work <br />The Contractor shall perform data collection, field investigations, technical analyses, report <br />writing, and other tasks necessary to complete a Flood Documentation Report for the State of <br />Colorado. The flood documentation is specifically related to the 1997 disaster declaration as <br />granted by President Clinton on August I, 1997. <br /> <br />Authoritv <br />According to Section 37-60-106(1)(c) of the Colorado Revised Statutes, the Colorado Water <br />Conservation Board has the power and duty: <br /> <br />"... to devise and formulate methods, means and plans for bringing about the <br />greater utilization of the waters of the state and the prevention of flood damages <br />therefrom. . ." <br /> <br />Proiect Location <br />The Project areas are located east of the Continental Divide in northeastern and southeastern <br />Colorado. The geographic areas to be investigated by the Contractor for this Project include <br />Larimer, Weld, Morgan, Logan, Phillips, Clear Creek, Elbert, Lincoln, Crowley, Kiowa, Otero, <br />Prowers, and Baca Counties. All of those counties received a federal disaster declaration in 1997 <br />due to flooding and flood related problems. The CWCB will assist the Contractor and provide <br />flood documentation/information for a number of other Colorado counties that experienced <br />flooding but did not receive a federal disaster declaration. The final product resulting from this <br />Project will include statewide flood documentation for the 1 ~97 flood season. <br /> <br />Floodinl!: Problems EXDerienced in 1997 <br />Flooding problems in the 13 declared Counties were caused by intense rainstorms in late July and <br />early August, 1997. Colorado was hit hard by a number of thunderstorms and large, slow moving <br />general rainstorms. The types of flood damage experienced ranged from plugged culverts and <br />washed out county roads to the death of 5 persons in Fort Collins. Numerous homes and businesses <br />were adversely impacted by floodwaters in some of the declared counties. In addition to the <br />declared counties, a large number of other counties and communities experienced flooding damage <br />during the 1997 flood season, but did not receive or request disaster assistance.
