<br />: .~ <br />., <br /> <br />STATEMENT OF FINDINGS <br /> <br />As District Engineer, Albuquerque District, Corps of Engineers, <br />I have reviewed and evaluated, in light of the overall public <br />interest, the data, information, and alternatives pertaining to <br />the provision of flood control for the town of Holly, Colorado, <br />including the expressed views of interested agencies, entities, <br />groups, and individuals. I have carefully studied the possible <br />consequences of alternatives for environmental, social well-being, <br />and economic effects, including regional and national economic <br />development and engineering feasibility. <br /> <br />The purpose of the project is to meet the demand for flood control <br />for the community of Holly in Prowers County, Colorado. The COm- <br />munity has been exposed for many years to a serious flood threat <br />from Wild Horse and Two Butte Creeks and the Arkansas River, which <br />join near the town. <br /> <br />I have considered all of the means available to me for meeting the <br />flood control needs for Holly and the surrounding areas. I have <br />concluded that the best plan for meeting theee neede is the pro- <br />vision of e left bank levee of sufficient height to exclude all <br />floods up to a SPF etorm from entering the town. This plan is con- <br />sidered the best Environmental Quality Plan and ia economically justi- <br />fied with a benefit to cost ratio equalling 1.68. A summary com- <br />parison table, as recommended, to comply with the WRC Principles <br />and Standards will not be presented because the selected plan is <br />also the Environmental Quality and the National Economic Development <br />plans. <br /> <br />In evaluating the selected plan and the alternatives, the following <br />points were considered pertinent: <br /> <br />a. <br />because <br />muni ty . <br /> <br />From an environmental standpoint, I have selected this plan <br />it will be an environmental asset to residents of the com- <br /> <br />b. From an economic standpoiTlt, I have credited and justified <br />the project with flood reduction benefits. <br /> <br />c. From a social aspect, I have developed a plan that would <br />enhance the public welfare by providing a means to preserve the <br />deeply rooted community from flooding, thereby minimizing future <br />disrUPtion and displacement of people due to flOOding and its <br />attendant miseries. <br /> <br />d. From an engineering standpoint, I have derived a plan that <br />would provide a high degree of flood protection to the urban area of <br />Holly. The plan offers a scale of development for which local inter- <br />ests are capable of supporting financially. Planned improvements <br /> <br />28 <br />
