<br />Sheet Flood Hazard: is a type of flood hazard with
<br />flooding depths of 1 to 3 feet that occurs in areas of
<br />sloping land. The sheet flow hazard is represented by
<br />the zone designation AO on the Flood Insurance Rate
<br />Map (FIRM),
<br />
<br />Special Flood Hazard Area: is the darkly shaded area
<br />on the Flood Hazard Boundary Map (FHBM) or Flood
<br />Insurance Rate Map (FIRM) which identifies an area
<br />that has a one percent chance of being flooded in any
<br />given year (1 OO-year floodplain), The FIRM identifies
<br />these shaded areas as FIRM Zones A, AO, AH, Al-
<br />A30, AE, A99, V, V1-30, and VE.

<br />Stafford Act: The Robert T, Stafford Disaster Relief
<br />and Emergency Assistance Act, P. L 100-707, signed
<br />into law November 23, 1988; amended the Disaster
<br />Relief Pd. 01 1974, P. L 93-288.

<br />Stage: is the elevation 01 surface water above a refer-
<br />ence datum, that datum usualiy being near the stream-
<br />bed,
<br />
<br />Standards: Codes, specifocations or standards for the
<br />construction of facilities to include legal requirements
<br />for add~ional features,
<br />
<br />Start of Construction: shall mean the date the building
<br />perm~ was issued, provided the actual start of construc-
<br />tion, repair, reconstruction, rehabil~ation, addition,
<br />placement or other improvement was within 180 days
<br />of the permit date, "Start of construction" includes sub-
<br />stantial improvements, The actual start means the first
<br />placement of permanent construction 01 a structure on
<br />a s~e, such as the pouring of slab or footings, The in-
<br />stallation of piles, the construction 01 columns, or any
<br />
<br />work beyond the stage 01 excavation; or the placement
<br />of a manufactured home on a foundation, Permanent
<br />construction does not include land preparation, such as
<br />clearing, grading and filling; nor does ~ include the in-
<br />stallation of streets andlor walkways; nor does ~ include
<br />excavation for a basement, footings, piers, or founda-
<br />tions or the erection of temporary forms; nor does ~ in-
<br />clude the installation on the property of accessory build-
<br />Ings, such as garages or sheds nor occupied as dwell-
<br />ing units or not part of the main structure, For a sub-
<br />stantial improvement, the actual start 01 construction
<br />means the first aneration of any wall, ceiling, floor, or
<br />other structural part 01 a building, whether or not the
<br />aneration affects the extemal dimensions of the build-
<br />ing,
<br />
<br />StnJcturo: shall mean a walled and roofed building that
<br />is principally above ground, as well as a manufactured
<br />home, and a gas or liquid storage tank that is principally
<br />above ground (see Bu/ldfng).

<br />State Coordinating OffIcer (SCO): The person ap-
<br />pointed by the Governor to manage all aspects of a dis-
<br />aster, in cooperation with the Federal Coordinating 0ffi-
<br />cer (FCO),
<br />
<br />Statu Haz:ard MItigation OffIcer (SHMO): The repre-
<br />sentative 01 state government who serves on the Haz-
<br />ard Miligation Survey Team andlor Interagency Hazard
<br />Mitigation Team, and who is the primary point 01 con-
<br />tact with FEMA, other Federal agencies, and local un~s
<br />of government in the planning and implementation of
<br />post-disaster rniligation activities,
<br />
<br />State Hazard Mitigation Team: The team composed
<br />01 key state agency representatives and, as appropri-
<br />ate, local un~s of government and other public or pri-
<br />vate sector agencies, which is responsible for evaluat-
<br />ing hazards, identifying strategies, coordinating re-
<br />sources, and implementing measures that will reduce
<br />the vulnerability of people and property to damage from
<br />hazards,
<br />
<br />State Public AssIstance OffIcer (SPAO): The person
<br />appointed by the Governor's Authorized Representative
<br />to assist in the management 01 assessment and recov-
<br />ery operations in response to a disaster.
<br />
<br />Statutory AdmInistrative Costs: Under the Stafford
<br />Pd., administrative costs for the preparation of applica-
<br />tions, progress reports, audits, etc" are reimbursable
<br />based on a percentage of financial assistance received,
<br />
<br />SubgflJnt: An award of financial assistance under a
<br />grant by a grantee to an eligible subgrantee,
<br />
<br />SubgflJntee: The government or other legal entity to
<br />which a subgrant is awarded and which is accountable
<br />to the grantee for the use of the fluids provided,
