<br />Lett..... at Map Revision Based on FJI/ (LOMR-F): is
<br />an official revision to a currently effective FEMA map to
<br />remove a parcel of land from the floodplain by the
<br />placement of compacted fill to elevate the surface of the
<br />g round to or above the base flood elevation at that loca-
<br />tion, (See Letter of Map Revision)
<br />
<br />Lowest Floor: shall mean the lowest floor 01 the lowest
<br />enclosed area (including basement), An unfinished or
<br />"ood resistant enclosure, usable solely for parking of
<br />vehicles, building access or storage, in an area other
<br />than a basement area, is not considered a building's
<br />lowest floor, provided that such enclosure is not buill so
<br />as to render the structure in violation 01 the applicable
<br />non-<!Ievation design requirements 01 the State of Colo-
<br />rado Minimum Standards for Floodplain Management.
<br />
<br />Major Disaster: Any natural catastrophe (including any
<br />hurricane, tornado, storm, high-water, wind-driven wa-
<br />ter, tidal wave, tsunami, earthquake, volcanic eruption,
<br />landslide, mud slide, snowstorm, or drought), or, regard-
<br />less of cause, any f\ood, fire, or explosion, in any part of
<br />the United States which in the determination of the
<br />President cause damage of sufficient severity and mag-
<br />nitude to warrant major disaster assistance under the
<br />stafford Act to supplement the efforts and available re-
<br />sources 01 states, local governments, and disaster relief
<br />organizations in alleviating the damage, loss, hardship,
<br />or suffering caused thereby,
<br />
<br />Mandatory Purchase: means under the provisions of
<br />the Flood Disaster Protection Act of 1973, individuals,
<br />businesses, and others buying, building, or improving
<br />property located in identified areas 01 special flood haz-
<br />ards within participating communities are required to
<br />purchase flood insurance as a prerequislle for receiving
<br />any type of direct or indirect federal financial assistance
<br />(e,g" any loan, gran~ guaranty, insurance, payment,
<br />subsidy, or disaster assistance) when the building or
<br />personal property is the subject 01 or security for such
<br />assistance,
<br />
<br />Manufactured Home: shall mean a structure, trans-
<br />portable in one or more sections, which is buill on a
<br />permanent chassis and is designed for use with or with-
<br />out a permanent foondation when attached to the re-
<br />quired utilities, The term "manufactured home" does not
<br />include a "RECREATIONAL VEHICLE."
<br />
<br />Manufactured Home Parle or Subdivision: shall mean
<br />a parcel (or contiguous parcels) 01 land divided into two
<br />or more manufactured home lots for rent or sale,
<br />
<br />Measure: Any mlligation measure, project, or action
<br />proposed to reduce risk 01 future damage, hardship,
<br />loss, or suffering from disasters,
<br />
<br />National Environmental Polley Act (NEPA): p, L 91-
<br />190, as amended, which requires that actions affecting
<br />the environment comply with specifIC policies and pro-
<br />cedures. NEPA requires that environmental information
<br />be available to public officials and citizens before deci-
<br />stems are made and actions are taken.
<br />
<br />National Flood Insurance Program (NFIP): The pro-
<br />gram established in 1968 under the National Flood In-
<br />surance Act to provide property owners in floodplains
<br />with Federally subsidized flood insurance in those c0m-
<br />munities that implement ordinances to reduce future
<br />flood losses, The National Flood Insurance Reform Act
<br />of 1994 revised and strengthened many aspects 01 the
<br />program,
<br />
<br />National Geodetic Vertical Datum (NGVD): is the Na-
<br />tional standard reference datum for elevations, formerly
<br />referred to as Mean Sea level (MSl) 011929, NGVD is
<br />used as the reference datum on most FIRMs,
<br />
<br />Natural Grade: means the grade unaffected by con,
<br />struction techniques such as fill, landscaping, or ber-
<br />ming,
<br />
<br />New Construction: shall mean obstructions for which
<br />the .start r:A construction" commenced on or after the
<br />effective date 01 the floodplain management regulation
<br />adopted by a community and Includes any subsequent
<br />improvements to such obstructions.
<br />
<br />Non-Residential: includes, but is not Iimlled to: small
<br />business concerns, churches, schools, nursing homes,
<br />farm buildings (including grain bins and silos), pool
<br />houses, clubhouses, recreational buildings, government
<br />buildings, mercantile structures, agricullurai and indus-
<br />trial structures, warehouses, and hotels or motels with
<br />normal room rentals for less than 8 months' duration,
<br />
<br />Obstruction: shall mean any wall, wharf, embankment,
<br />levee, dike, pile, abutment, projection, excavation
<br />(including the alleralion or relocation r:A a watercourse
<br />or drainageway), channel rectification, bridge, condull,
<br />culvert, building, stored equipment or material, wire,
<br />fence, rock, gravel, refuse, fill, or other analogoos struc-
<br />ture or maller which may impede, retard, or change the
<br />direction 01 flow of water, ellher in IIse~ or by catching
<br />or collecting debris carried by such water, or that is
<br />placed where the natural flow of the water would carry
<br />such structure or maller downstream to the damage or
<br />detriment of ellher I~e or property, Dams designed to
<br />store or divert water are not obstructions ~ permission
<br />for the construction thereof is obtained from the Colo-
<br />rado State Enginee~s Office.
<br />
<br />Other Residential: means hotels or motels where the
<br />normal occupancy 01 a guest is 6 months or more; a
<br />tourist home or rooming house which has more than 4
<br />roomers, A residential building (excluding hotels and
<br />motels with normal room rentals for less than 6 months'
<br />duration and containing more than 4 dwelling units) is
<br />permitted incidental office, professional private school,
<br />or studio occupancy, provided that the totai area of
<br />such occupancy is limlled to less than 25 percent 01 the
<br />total floor area within the building,
<br />
<br />OVerbank, Left and Right: is the floodplain that lies to
<br />the left and right, respectively, r:A the watercourse, as
<br />one looks downstream,
<br />
<br />Physical lIap Revision: is an official republication 01 a
<br />map to effect changes to f\ood insurance zones, flood-
<br />plain delineations, flood elevations, floodways and
