<br />Colorado Flood Hazard Mitigation Plan -1999 <br /> <br />gation is a management strategy in which current ac- <br />tions and expenditures to reduce the occurrence or se- <br />verity ci potentialllood disasters are balanced wrth po- <br />tentiallosses Irom future Iloods". <br /> <br />Hazard Mitigation Assistance Program: A FEMA pro- <br />gram that provides a limrted amount ci lunding to stales <br />to cover or to assist in covering the cost 01 preparing a <br />pre-dlsaster hazard mrtigation plan, one or more c0m- <br />ponents 01 such a plan, or a related activity which will <br />contribute to reducing vulnerability to hazards either <br />throughout the state or lor a selected area wrthin the <br />state. <br /> <br />Hazard Mitigation Grant Program: A program author- <br />ized under Section 404 ci the Stallord Act that provides <br />lunding lor hazard mrtigation projects that are cost ef- <br />lective and complement existing post-disaster mrtiga- <br />tlon programs and activities by providing lunding lor <br />beneficial mrtigation measures that are not lunded <br />through other programs, <br /> <br />Hazard Mitigation Plan: The plan resurting Irom a sys- <br />tematic evaluation 01 the nature and extent 01 vulner- <br />ability to the effects ci natural hazards in a given area, <br />that includes the actions needed to minimize luture vul- <br />nerabilrty to hazards, Section 409 ci the Stallord Act <br />requires that a hazard mrtigation plan be developed (or <br />an existing plan be updated) as a condition 01 receiving <br />Federal disaster assistance, <br /> <br />Hazard Mitigation State Administrative Plan: The <br />plan developed by the State to describe the procedures <br />lor administration ci the Hazard Mrtigation Grant Pro- <br />gram, <br /> <br />Hazard Mitigation Survey Team (HMST}: The FEMAI <br />stateJ10cal team that is activated lollowing disasters to <br />identify immediate mitigation opportunities and issues <br />to be addressed in the Section 409 hazard mrtigation <br />plan, The Hazard Mrtigation Survey Team may indude <br />representatives 01 other Federal agencies, as appropri- <br />ate. <br /> <br />Hazard Mitigation Survey Team Report: The report <br />developed by the Hazard Mitigation Survey Team, simi- <br />lar in lormat to the Interagency Hazard Mitigation Team <br />Report, that identifies mitigation measures lor imple- <br />mentation and recommends issues to be addressed in <br />the State Hazard Mrtigation Plan, including those meas- <br />ures recommended lor lunding under the Hazard Miti- <br />gation Grant Program. <br /> <br />Historic Structure: means any structure that is: (a) <br />Listed individually in the National Register ci Historic <br />Places (a listing maintained by the Department ci Inte- <br />rior) or preliminarily determined by the Secretary ci the <br />Interior as meeting the requirements lor individual list- <br />ing on the National Register, (b) Certified or preliminar- <br />ily determined by the Secretary ci the Interior as con- <br />tributing to the historical significance ci a registered his- <br />toric district or a district preliminarily determined by the <br />Secretary to qualrty as a registered historic district; (c) <br />individually listed on a state inventory 01 historic places <br />in states wrth historic preservation programs which <br />have been approved by the Secretary 01 the Interior, or <br /> <br />(d) Individually listed on a local inventory ci historic <br />places in communities wrth historic preservation pro- <br />grams that have been certified erther: (1) By an a!>- <br />proved stale program as determined by the Secretary <br />01 the Interior or (2) Directly by the Secretary 01 the In- <br />terior in states wrthout approved programs, <br /> <br />Hydraulics: is a branch ci engineering dealing primar- <br />Ily WIth the flow ci water and the application oIlIuid me- <br />chanics principles, <br /> <br />Hydrology: is a science dealing wrth the properties, <br />distribution and circulation 01 water on the surface, be- <br />low the ground and in the atmosphere. <br /> <br />Immediate Threat: The threat ci additional damage or <br />destruction Irom an event, which can reasonably be <br />expected to occur wrthin one year. <br /> <br />Interagency Hazard Mitigation Team (IHMT): The <br />mitigation team that is activated loIlowing flood-related <br />disasters pursuant to the Office 01 Management and <br />Budget directive on Nonstructural Flood Protection <br />Measure and Flood Disaster Recovery, and the subse- <br />quent December 15, 1980 Interagency Agreement lor <br />Nonstructurat Damage Reduction. <br /> <br />Interagency Hazard Mitigation Team Report: The <br />report developed, wrthin 15 days loIlowing any Presi- <br />dential-declared flood disaster, by an interagency, inter- <br />governmental, and interdisciplinary team representing <br />each 01 the signatory agencies 01 the Interagency <br />Agreement lor Post-Flood Hazard Mrtigation, The report <br />identifies post-flood mrtigation opportunities and c0m- <br />mon post-flood recovery policies, <br /> <br />Local Emergency Management Coordinator: The <br />person appointed to coordinate emergency manage- <br />ment activities lor a county or municipal emergency <br />management program, <br /> <br />Local Hazard Mitigation Officer: The representative <br />01 local government who serves on the Hazard Mrtiga- <br />tion Survey Team or the Interagency Hazard Mrtigation <br />Team, and who is the primary point 01 contact wrth <br />FEMA, other Federal agencies, and the State in the <br />planning and implementation 01 post-disaster hazard <br />mitigation activities. In many instances, the local Emer- <br />gency Management Coordinator may fill this role, <br /> <br />Leltet' of Map Amendment (LOMA): is the result ci an <br />administrative procedure in which the Federal Insur- <br />ance Administrator reviews scientific or technical data <br />submitted by the owner or lessee 01 property who be- <br />lieves the property has incorrectly been included in a <br />designated special flood hazard area (SFHA).
