<br />Federal-State Agreement: The document that states

<br />Ffood Insurance Study (FIS): is an engineering study

<br />flood insurance risk zones, and other IIood data in a
<br />community,
<br />Flood Mitigation Assistance Program: A program
<br />created under the National Rood Insurance Reform Act
<br />01 1994 to provide m~igation planning and project
<br />grants to stales and communities, The program is
<br />lunded through IIood insurance policy lees, A maximum
<br />01 $20 million in grant money is available annually,
<br />
<br />Floodplain: The lowland and relatively flat areas ad-
<br />joining inland or coastal waters including, at a minimum,
<br />that area subject to a one percent or greater chance 01
<br />flooding in any given year,
<br />
<br />Floodplain Management: - A comprehensive ap-
<br />proach "to reduce the damaging effects 01 floods, pre-
<br />selVe and enhance natural values and provide lor opti-
<br />mal use 01 land and water resources wi1hin the 1Iood-
<br />plain, "s goal is to strike a balance between the values
<br />obtainable lrom the use 01 floodplains and the potential
<br />losses to individuals and society arising from such use".

<br />ing but not lim~ed to, emergency preparedness plans,

<br />Flood-proofing: Permanent or contingent measures
<br />applied to a structure andlor its contents that automati-
<br />cally prevent or provide resistance to damage lrom
<br />flooding by intentionally allowing waler to enter the
<br />structure, Examples: Move all electrical outlets above
<br />expected IIood levels; install floodwalls and protection
<br />closets around equipment, and secure lurnace and wa-
<br />ter heater that cannot be relocated,
<br />
<br />Floodway: means the channel 01 a river or watercourse
<br />and the adjacent land areas that must be reserved in
<br />order to discharge the 100-year flood without cumula-
<br />tively increasing the water surface elevation more than
<br />one loot Federal Hazard M~igation Officer (FHMO):
<br />The FEMA employee responsible lor representing the
<br />agency lor each declaration in canying out the overall
<br />responsibilities lor hazard mitigation and lor Subpart M,
<br />including coordinating post-disaster hazard m~igation
<br />actions with other agencies 01 government at all levels,

<br />Force Account: An applicant's own labor lorces and
<br />equipment
<br />
<br />Gauging Station: is a particular srle on a stream, river,
<br />canal, lake or reservoir where systematic observations
<br />01 gage height or discharge are collected.

<br />Geologic Hazard Management: - A program to recog-
<br />nize hazardous geologic processes and conditions and
<br />their potential adverse effects on existing or proposed
<br />works 01 man, Upon identilicalion 01 such geologic haz-
<br />ard constraints, a second phase 01 management re-
<br />quires effective stalutory and administrative procedures
<br />and actions to minimize loss 01 I~e and property through
<br />prudent controls and m~igation,
<br />
<br />Governors Authorized Representative (GAR): The
<br />individual, designated by the Governor, who serves as
<br />the grant administrator lor alllunds provided under the
<br />Hazard M~lgation Grant Program,
<br />
<br />Grant: An award 01 financial assistance. Under the
<br />Hazard Mitigation Grant Program, the total grant award
<br />shall not exceed ten percent 01 the estimated Federal
<br />assistance provided under Section 406 01 the StaIIord
<br />Act lor permanent restorative work and associated ad-
<br />ministrative costs.
