<br />(including the waters impounded by such dam) consti-
<br />tutes a threat to human I~e or property ~ rt might be en-
<br />dangered by overtopping, seepage, settlement, erosion,
<br />sediment, cracking, earth movemen~ earthquakes, fail-
<br />ure of bulkheads, flash boards, gates on condurts, or
<br />other conditions,
<br />
<br />Development: Means any man-made change to im-
<br />proved or unimproved real estate, including but not lim-
<br />ited to buildings or other structures, mining, dredging,
<br />filling, grading, paving, excavation or drilling operations
<br />or storage d equipment or materials,
<br />
<br />Disaster Field Office: (DFO): The location established
<br />within the disaster area which functions as the joint
<br />Federal-stale center for all response and recovery ac-
<br />tivrties,
<br />
<br />Disaster Preparedness Improvement Grant Pr0-
<br />gram: A program authorized under Section 201 d the
<br />Stafford Act which provides matching awards not to ex-
<br />ceed $50,000 to stales to improve or update their disas-
<br />ter assistance plans and capabilrties,
<br />
<br />Drainageway: shall mean a depression tv.o feet or
<br />more below the land which serves to give direction to a
<br />current of water less than nine months of the year, and
<br />which has a bed and well-<Jefined banks (see Water-
<br />course).
<br />
<br />Dry Flood-proofing: Any combination d adjustments
<br />andlor addrtions to structures that are intended to elimi-
<br />nate or reduce the potential for flood damage by pre-
<br />venting water from entering the structure, Examples:
<br />(waterproof walls and floors; permanently or semi-
<br />permanently seal doors, windows, or other openings;
<br />build a berm higher than the floor leveL)
<br />
<br />Emergency: - Any occasion or instance which, in the
<br />determination d the Presiden~ Federal assistance is
<br />needed to supplement stale and local efforts and capa-
<br />bilrties to save lives and protect property and public
<br />health and safety, or to lessen or avert the threat of a
<br />catastrophe in any part of the Unrted Stales,
<br />
<br />Emergency Management - A program to "reduce vul-
<br />nerability d people and communities d this state to
<br />damage, injury, and loss of I~e and property resulting
<br />from natural or man made catastrophes'.
<br />
<br />Emergency Program (NFIP): is typically the first phase
<br />under which a community participates in the NFIP, It is
<br />intended to provide a first layer amount of insurance at
<br />subsidized rates to all insurable structures in that com-
<br />munity before the effective date of the inrtial Flood In-
<br />surance Rate Map (FIRM),
<br />
<br />Encroachment: is any man-made obstruction in the
<br />floodplain, which displaces the natural passage of
<br />floodwaters.
<br />
<br />Environmental Assessment: A document that is pre-
<br />pared when a project does not qualify as a categorical
<br />exclusion and serves to determine whether an Environ-
<br />mental Impact Statement is needed,
<br />
<br />Environmental Impact Statement: A document that is
<br />prepared for all actions sign~icantly affecting the envi-
<br />ronment
<br />
<br />Existing Construction: means (for the purposes of
<br />determining flood insurance rates) structures for which
<br />the "start of construction" commenced before the effec-
<br />tive date of the FIRM or before January 1, 1975, for
<br />FIRM's effective before that date, "Existing construc-
<br />tion" may also be referred to as "existing structures. "
<br />
<br />Exfsting Manufactured Home Park or Sub-DivIsion:
<br />means a manufactured home park or subdivision for
<br />which the construction d facilities for servicing the lots
<br />on which the manufactured homes are to be affixed
<br />(including at a minimum, the installation of utilities, the
<br />construction of streets, and erther final srte grading or
<br />the pouring of concrete pads) is complete before the
<br />effective date of the floodplain management regulations
<br />adopted by a community,
<br />
<br />Expansion of Existing Manufactured Home Park or
<br />Sub-Division: means the preparation of additional srtes
<br />by the construction of facilities for servicing the lots on
<br />which the manufactured homes are to be affixed
<br />(including the installation of utilrties, the construction of
<br />streets, and either final site grading or the pouring of
<br />concrete pads),
<br />
<br />Executive Orders 11988 and 11990: The require-
<br />ments to avoid direct or indirect support of floodplain
<br />development and to minimize harm to floodplains and
<br />wetlands, Federal decision-makers are obligated to
<br />comply with these orders, accomplished through an
<br />eight-step decisior>-making process,
<br />
<br />Facfllty: Any publicly or privately owned building,
<br />works, system, or equipmen~ built or manufactured, or
<br />an improved and maintained natural feature. land used
<br />for agricurtural purposes is not a facility.
<br />
<br />Federal Agency: Any department, independent estab-
<br />lishmen~ government corporation, or other agency of
<br />the executive branch of the Federal govemment includ-
<br />ing the U.S, Postal Service, Does not include the
<br />American Red Cross.
<br />
<br />Federal Coordinating Officer (FCO): The person ap-
<br />pointed by the President to manage all Federal re-
<br />sponse to a major disaster or emergency,
<br />
<br />Federal Emergency Management Agency (FEMA): is
<br />an independent federal agency established to respond
<br />to emergencies beyond the scope of local and stale
<br />resources. FEMA administers the US Fire Administra-
<br />tion, Office of Strategic Communication and the Federal
<br />Insurance Administration which includes the National
<br />Flood Insurance Program and the Federal Crime Insur-
<br />ance Program, FEMA operates through ten regional
<br />offices that work in partnership with various state and
<br />local agencies, FEMA's "Mission" is to provide leader-
<br />ship and support to reduce the loss of I~e and property
<br />and protect the nations institutions from all types d haz-
<br />ards through a comprehensive, risk-llased, al~hazards
<br />emergency management program d mrtigation, prepar-
