<br />Colorado Flood Hazard Mitigation Plan -1999 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />information and suggesting steps to modify the plan, <br /> <br />Overall the SHMT, the Office of Emergency <br />Management Office, and Colorado Water Conservation <br />Board, will complete scrutiny of the plan process. <br />Special problem areas, such as implementation, <br />coordination, support and policy focus, will be explored. <br />The process evaluation will report which implementation <br />processes worked well, what barriers were discovered, <br />how the communication and coordination efforts <br />performed, and which processes need to be revis~ed or <br />strengthened, These findings will be incorporated into <br />the updated plan, <br /> <br />6.2.4 Update and Modification <br />Following the annual review and evaluation of this plan, <br />updates and modifICations will be developed by the <br />State Hazard M~igation Team (SHMT) annually, This <br />part of the plan process involves bringing all of the <br />information together from all of the previous phases, <br />measuring that information against the plan and <br />initiating appropriate changes to the plan, <br /> <br />Updating the plan is much like developing the initial plan <br />in that wilhoullocal and state agency support, the plan <br />will be difficult to implement. ConsequenUy, results of <br />the outreach activities conducted in the monitoring and <br />evaluation stages must be the foundation for the <br />suggested plan modifICations. <br /> <br />The Colorado Natural Hazards Mitigation Council <br />(CNHMC) will be best su~ed to introduce the modified <br />plan to the state agencies and secure their support in <br />implementing the changes, The CNHMC will also wor1< <br />with the SHMO in educating and taking the <br />modifications to the county EMCs and other local <br />officials and organizations, Many of the same <br />community outreach activities will be held as were <br />conducted when the plan was first developed and <br />introduced, In this manner the cyde of implementation, <br />monitoring, evaluation, and modification will be again <br />set in motion, <br /> <br />Since Colorado's Flood Hazard M~igation Plan focuses <br />heavily upon policy issues, options for ongoing funding, <br />and developing a high priority for mitigation, it is <br />expected that as progress is made in these areas, some <br />of the goals will shift to keep pace with the state's <br />progress and current needs. This plan is intended to be <br />the launching point for the state commitment to <br />m~igation, To remain a useful tool for the long term, it is <br />crilicalthat we stretch our system and remain flexible to <br />reach current goals while forming new goals that will <br />prepare us for the Mure. <br /> <br />6.2,5 Future Enhancements <br />Other updates and modifications will be undertaken as <br />new hazards are defined or in the event of a federally <br />declared disaster in the state, In these events, the <br />process will continue to solicit and indude the <br />contributions of those at the local and state levels to <br />best define m~igation needs for the current situation and <br />for the comprehensive long-term plan. <br /> <br />Chapter 6 - 4 <br /> <br />12/27/9910:55 AM <br />
