A designated lead agency will develop <br />an action plan, tt is expected that this action will involve <br />other appropriate state agencies and organizations at <br />the state and local levels, In essence, the lead agency <br />will coordinate the statel1oca1 team designed to most <br />effectively implement the recommendation, In that <br />capacity, the lead agency is responsible for <br />communication and reporting progress toward <br />implementation, <br /> <br />6.2 Monitoring & Reporting Activities <br />A slmpl~ied on&-to-two page reporting form will be used <br />by the designated lead agency to report to the Office of <br />Emergency Management OEM will monrtor the <br />implementation process as a whole at all levels to <br />ensure that progress is being made, <br /> <br />6.2.1 Site Visits <br />The Office of Emergency Management and Colorado <br />Water Conservation Board will participate in onsrte visits <br />with a goal of reaching each of the Colorado counties <br />over a fiv&-year period, Not only will this give the state a <br />first-hand look at the progress of mitigation <br />implementation in the counties, but rt will provide an <br />opportunity for local level officials and the county EMCs <br />to address needs, barriers, problems, and successes in <br />their local mrtigation efforts. The visits will be structured <br />so that county EMCs and floodplain administrators are <br />able to demonstrate their mrtigation progress, This may <br />also involve meeting with other local mrtigation <br />participants, such as the local utilities, county highway <br />officials, or community organizations, <br /> <br />6.2,2 Written Reporting <br />Each lead agency will be responsible for providing <br />periodic written progress reports to OEM, The format for <br />these reports will be developed by OEM to capture the <br />information necessary to monrtor progress in <br />implementing mrtigation recommendations. <br /> <br />6.2.3 Survey and Evaluation <br />The public, including local officials, will be surveyed to <br />monitor increases in awareness, understanding, and <br />acceptance of hazard mrtigation as a valid issue. <br />Policymakers will be surveyed to monrtor changes in <br />their awareness, understanding, and priority ranking of <br />mrtigatlon as rt relates to policy development <br /> <br />State agencies will be surveyed to monrtor their <br />departmental mrtigation activities and their participation <br />on the State Hazard Mitigation Team, <br /> <br />Finally, county EMCs will be surveyed to monrtor <br />communrty progress In implementing specific local level <br />recommendations. <br /> <br />Future surveys can be buitt upon this process to <br />continue to measure effectiveness based on data <br />collected regularly, <br /> <br />This plan is designed to be a changing document <br />Regular scrutiny and evaluation is the cntical portion of <br />the plan process that keeps the plan current and usable <br />as a tool for mitigation activities, The State Hazard <br />Mrtigation Plan will be evaluated annually by the SHMT <br />or more frequently ~ deemed necessary to ensure its <br />ongoing relevance to the state's mrtigation needs, <br /> <br />Evaluation of the plan will be coordinated and <br />conducted by the State Hazard Mrtigation Team <br />(SHMT). Each year the goals and objectives will be <br />reviewed by the SHMT to determine their continued <br />appropriateness, The state's progress in hazard <br />mitigation, developments in hazard identification and <br />analysis, mitigation opportunrties, and mitigation policy <br />developments are some of the issues to be considered <br />in evaluating the plan's goals and objectives, The SHMT <br />will develop the spec~ic activrtles to accomplish the <br />evaluation, <br /> <br />Local viewpoints and information will be sought to <br />facilitate this evaluation process, Community meetings, <br />focus groups or other outreach activities will be held to <br />access local ideas. County and city offICials and <br />organizations have indicated their interest In ongoing <br />participation in the evaluation of the plan in this manner. <br />Lead agencies and state agencies will be asked for their <br />views on the goals as they relate to the <br />recommendations with which they are involved, <br /> <br />Mrtigation recommendations will also be evaluated as <br />they relate to the goals, Each recommendation will be <br />measured against the expected outcomes stated in the <br />plan, Surveys of lead agencies, state agencies and local <br />government emergency management coordinators, <br />together with information gathered during the monrtoring <br />process, will provide much of the basis for evaluation, <br />Those outcomes will be reviewed to see ~ the expected <br />outcomes were attained, the reasonableness of the <br />progress, the effectiveness of the process of <br />implementation, and the need for modification of the <br />expected outcomes, <br /> <br />Selected success stories or problem areas will be <br />studied in depth to highlight and illustrate issues <br />needing further focus, These case studies will be <br />utilized In suggesting models for mrtigation for other <br />Colorado communities and for analysis of process <br />effectiveness. <br /> <br />This information documenting progress toward <br />outcomes will be presented to the SHMT by the SHMO <br />for evaluation, The SHMT will assist in analyzing the <br /> <br />1212719910:14 AM <br /> <br />Chapter 6 - 3 <br />
