<br />4. Rivers are dynamic features of the earth's surfac:e that change over time. A basic understanding <br />of the physical processes responsible for river fon11 is needed to effectively work within the river <br />enviromnent, <br /> <br />RECOMMENDATIONS <br /> <br />Planning Assistance Recommendation <br />Facilitate Local/Regional Multi-Obieclive Basin Plannil]g, The CWCB should facilitate local/regional <br />multi-objective basin planning for Colorado's major river basins in cooperation with local stakeholders, <br />Previous experience with floodplain management in Colorado and nationally indicates the most effective <br />long term method of dealing with floodplains is a comprehensive holistic approach which considers the <br />entire watershed as an interrelated enviromnent and attempts to satisfy numerous needs while utilizing long <br />range vision. Membership in this planning effort needs to use a participatory approach that involves all <br />stakeholders and allows for as much pa,rticipation as possible within the various planning tasks, <br /> <br />Supoort Local/Regional River Rehabilitation Proiects, 'n,e CWCB needs to establish a program to support <br />local/regional river rehabilitation project planning for s(~lected stream reaches, This effort would serve <br />several important purposes including: <br /> <br />I, By selecting the more significant reaches of streams which are in need of assistance, problems can <br />be addressed before they become any worse, and solutions become even more challenging and <br />expensive, <br /> <br />2, The program would serve as a model to others in the subject basins to exemplify a stakeholder <br />driven, watershed approach to problem solving, <br /> <br />3, As in any new endeavor, the first or prototype, can consume' more time and effort than the next <br />version, This would serve to add to CWCB's overall knowledge of approaches to problems which <br />can be transferred to other locations, and also approaches which may need to be carefully <br />considered due to past experience. <br /> <br />4. Successful endeavors are encouraging to others who may want to address flooding problems but <br />have become frustrated with a lack of success. 'The stake holder approach to stream corridor <br />stewardship would encourage others to join the process. <br /> <br />Facilitate Local Planning. The program should be designed to facilitate local planning for community <br />based multi-objective flood hazard mitigation projects.
