<br />Policv and Criteria Needs. Currently, seventy-eight pl:rc:ent of the respondents do not have a drainage <br />criteria manual or other adopted drainage design criteria, Establishing a definition for baseline conditions <br />for stream corridor management activities using the 100 year fn:quency event would be beneficial. <br />Similarly, a policy criteria that critical facilities which provide for the public health and safety be designed <br />for the 500 year frequency event should be established. A policy on storm water detention should be <br />established since seventy four percent 'Jf the respondents indicated they did not have such a policy. This <br />need is further supported by the fact that fifty four percent of the respondents expressed an interest in <br />establishing a statewide criteria manual and stormwater detention policy, It is also important to recognize <br />the issue of private ownership of property within the stream corridor which can be a positiVf: factor if the <br />landowner has an understanding and appreciation for the benefits of floodplain and strl:am corridor <br />management. <br /> <br />CONCLUSIONS <br /> <br />The inventory results indicate the following: <br /> <br />I, A watershed master plan should be created addressing management of floodplains and stearn <br />corridors which includes the fe,lIowing interest groups: <br /> <br />Agriculture <br />Aquatic and Wildlife Habitat <br />Drainage System Maintenance <br />Flooding <br />Open Space Preservat.on <br /> <br />PlalU1ing and Zoning <br />Private Property and Public Health and Safety <br />R(~creation <br />Water Quality <br />Water Supply <br /> <br />2, Communities are keenly interested in addressing floodplain and stream corridor management <br />issues, However, they do not believe they can afford the cost of such activities on their own, <br />Repeated efforts by some communities to obtain funding through property taxes have been <br />defeated. Therefore, another source of funding, such as the statewide revolving fund loan is <br />needed. <br /> <br />3, Development within floodplains has occurred without consideration of the effects on floodplain <br />natural resources functions. TIlere must be a balance between a need for man's activities in the <br />floodplain and the tremendou:; benefits to be gained from maintaining naturally functioning <br />floodplains. A statewide model stormwater criteria manual would be of benefit in balancing future <br />development with the natural function of the floodplain. <br /> <br />VII-3 <br /> <br />97-060.001 <br />
