By coordinating flood loss reduction <br />with other community needs and goals, a stronger and more comprehensive program results, Community <br />representatives who understand that floodplain management can also improve opportunities for open space, <br />recreation, fish and wildlife habitat, urban redevelopment, housing improvement, agriculture, water supply <br />and water quality improvement are more willing to support such use of public funding and resources which <br />include floodplain management efforts, Further, obtaining local involvement in the multi-objective flood <br />hazard mitigation process can result in cost savings by leveraging and building upon the financial resources <br />and the willingness of the people with interests in the watershed to take action, This local "buy in" creates <br />a sense of stewardship which provides a healthy long term relationship, <br /> <br />Funding Implementation Recommendation. <br />State Wide Revolving Fund Loan Prog:~am, The program needs to have a state wide revolving fund Joan <br />program created to enable commurut:,es to address flood mitigation, watershed, and steam corridor <br />management issues, The single, mo,;t pressing issue to enable communities to deal with identified <br />floodplain issues is a reliable accessible source of funding, CWCB already has a very favorable reputation <br />for being such a source in other ar'~as of water management and conservation issues through its <br />construction loan program. The state wide revolving fund loan program would add to the options CWCB <br />could utilize to assist communities in addressing one more water resource management issu,~. <br /> <br />Expand CWCB's Federal Partnership Authority, The existing statutory authority which directs CWCB's <br />daily activities, needs to be expanded 10 enable the CWCS to sponsor projects with federal agencies in <br />addition to existing authority with the Corps of Engineers, There are other federal agencies in Colorado, <br />such as the Bureau of Reclamation, U,S, Fish and Wildlife Service, and Bureau of Land Management, <br />who also have major interests in waten;hed management. These federal agencies frequently are looking <br />for a sponsor at the state level who would participate with them in projects, By expanding the current <br />authority, CWCB could fulfill that role and enter into programs that benefit Colorado residents in dealing <br />with stream corridor and floodplain issues. <br /> <br />Create Fund to Acouire Prooertv Freouentlv Flooded. A fund should be established which would enable <br />the CWCB to acquire property that is frequently affected by flooding, For example, a location that <br />presently supports a mobile home park, and is frequently flooded, would be purchased and used for <br />alternate purposes such as recreational and open space.
