I

.. '

,
~1
~.

1

Felix L. Sparj<s
February 8, Ip77
Page 'two

cross-section durin~ and after ~ravel eperations
that'could handle a 100 year floed, and (3) effects
of straightening the River during localized gravel
operi'tions.
,
,

2. Bridpes

There are a number of county bridges across the
Poudre River which require replacement. The County
Department of Engineering desires technical informa-
tion regarding such replacement, not only to provide
for vehicular safety and for minimal interference
with floodwater passage, but to reasonably assure
that floodwaters are not displaced by newly censtructed
bridges onto lands which would otherwise be unaffected
by ~looding. Information desired should be sufficient
to determine waterway openings, approaches, how the
100'year floodplain would be affected, and provide for
channelization recommendations, for such bridges.
,

i

3. Tr.ibutaries

.;.......

Dev~lopment along tributary streams affects rivers
thrQugh increased runoff. Technical information
reg~rding how'huch and what to do about it, is,
another subject of concern. It is desired that the
study examine selected sample drainages for the effects
of i,ncreased runoff on the niver, as. well as on the
tributary, and suggest methods to 'alleviate adverse
imp~cts. Examples include: subdivision detention,
larl:{e scale detention, storm sewer, and channelization.
Cur~ently, the County requires retention ponds in all
new~subdivisions to collect excess runoffs. Is this
requirement effective? Unnecessary? Should other
alternatives be considered? Weld Countv desires
inf9rmation on this subject on both Sheep's Draw which
is ~ well defined and relatively undeveloped tributary
in preeley's growth area, and on the undefined drainage
system around the Windsor growth area. ' Hopefully,
these two drainage areas can serve as models for other
drainages in the Poudre Basin. For example, what should
Windsor (and other similar areas) do with runoff, given
no definable floodwater channels?
,

,
l~

.j

~

i

]'""
