<br />" <br /> <br />February 16, 1977 <br /> <br />" <br />~ <br />~_o <br />~'/' <br /> <br />While a certain amount of literature is available <br />concerning recommended approaches to flood proofing, <br />there is very little in the literature concerning flood <br />proofing against'the effects of high velocity flow which <br />is common on Colorado streams. specifications for <br />foundation design and frame attachment need to be <br />developed for th~s case, as well as recommendations for <br />building code amendments. <br /> <br />In the area~ of economic analysis, there are several <br />areas where an apalysis could be of substantial help in <br />evaluating development proposals as well as in gathering <br />support for poteptial flood hazard regulations. This <br />information could be of use both locally as well as to <br />other front rang~ counties. -An analysis of comparative <br />cos~s for floodplain and non-floodplain land development <br />could be made ta~ing into account adequate methods of <br />flood proofing d~veloped in an earlier phase of the study. <br />Based on this data, an analysis might be made of potential <br />destruction from- a 1% recurrence interval flood event, <br />based ,on present Occupancy, and potential occupancy. <br /> <br />i <br />" <br />,[ <br /> <br />) <br />, <br /> <br />It is our urderstanding that the intentions of the <br />scope of study prepared by the Corps is to calibrate the <br />EPA SWIM model tp conditions in the Poudre River. We <br />would suggest that such a study be' included in the scope <br />of study, with a'detailed indication of expected results. <br />Data developed should include development of a peak <br />discharge profile for the main channel, local inflows <br />resulting from 10, 50, and 100 year storms, runoff <br />coefficients, and effects of development alternatives. Of <br />specific concern is development in the Fossil Creek area <br />between Fort Collins and Loveland. Of concern is the <br />development of technical data with which to address local <br />drainage and storm water runoff considerations. Toward <br />this work, Larimer County will provide basic data presently <br />available on soils and geologic conditions. <br /> <br />As discussed, Larimer County wishes to procure flood <br />water surface profile data for limited reaches of the <br />Poudre Canyon. Toward this effort, Larimer County will <br />provide surveying, topographic mapping, and cross section <br />data. Flood water surface profiles need to be developed <br />within twelve months so that such data can be included with <br />FIA work which is o?going. <br />
