/

I .

'.

Mr. George Patenode
February 15, 1977
Page two

2. Existinq Economic Status of the Floodplain

~.
~.~

This inventory would provide planners and adminis-
trators with ,the facts for reclassification of land uses.

3. Flood Proofinq Measures

Because the Cache la Poudre River flows through
mountainous reaches and flat, plains reaches, it is understandable
that different flood proofing specifications should be implemented
for. each area.

4. Flood Warninq

The Corps has been performing floodplain information
studies for over 10 years. Through these study findings, we are
aware of many miles of flood hazardous flbodplains. If adequate
flood warning'sys'tems and mechanisms were made available, it
appears that many lives could be saved in the future. This study
effort could develop flood warning systems that could be useful
for other locations throughout the state of Colorado.

5. Cost of Proposed Channel Improvement

After a conceptual plan for channel improvements
has been formulated, costs should be prepared for specific reaches
for a selected base year. These cost estimates will provide local
administrators with comparisons between structural and non-
structural measures for management of floodplain areas.

6. Irriqation Ditches Used As Storm Runoff Channels

During the May 5-6, 1973, floods in the Denver Metro
region, numerous irrigation ditch systems acted as storm runoff
channels, diverting runoff waters into normally, dry areas. Within
the Cache la Poudre River basi~, many irrigation ditch systems
exist. These ditches intersection the natural drainage patterns
,that could divert flood flows. This potential problem should be
reviewed for the urban areas, if not the entire basin.

,~

. !

,
,

)

" . ;
~.

~

"
,; ~
~

~
'+

~
~
~
l~

~

~

~

"

,: ~

~
~

>
~

~

~
l
;~

-~.
