Spillway Overflow Easements <br /> <br />, <br />~ <br />1":>',' <br /> <br />within the Cache la poudre basin, many water storage <br />reservoirs exist. The Colorado state engineer's office inspects <br />the dams and spill~ays for safety. However, no one' has delineated <br />flow patterns should spillage occur. Most of these reservoirs do <br />not have space allpcated for floodwater storage. Should a dam <br />failure occur, or ~aters pass Over the spillway, the spillage waters <br />may cause flooding in normally dry areas. For example, when the <br />lower Latham dam failed on April 12. 1973. the spillage water caused <br />major flooding to the community of Kersey, Colorado. It was esti- <br />mated that the towp sustained Over one million dollars in losses. <br /> <br />8. Study Administration <br /> <br />For a pilot study such as this to be fully utilized <br />by the planning departments and local governments, they need to <br />have a good understanding of interim findings and study progress. <br />This communication can be achieved through quarterly workshops and <br />status reports. <br /> <br />9. Other Studies <br /> <br />a. We anticipate that the hydrologic and hydraulic <br />determinations will be in agreement with prior floodplain informa- <br />tion reports, Volumes I, II, and III. Should differences in values <br />result, we will need to know the magnitude and their effects on the <br />designated lOO-year floodplains. <br /> <br />b. communication should be made with the FIA study <br />contractor for the'Larimer and Weld Counties flood insurance studies. <br /> <br />c. Literature search of planning and water resOurce <br />studies in the Cache la Poudre basin should be made. Colorado State <br />University has completed several planning and floodplain management <br />studies in the basin. <br /> <br />Enclosed is a letter from the Board of County Commissioners <br />of Weld County requesting the proposed study plan. It is our under- <br />standing that Larimer County is preparing a similar letter. The <br />Colorado Water Conservation Board endorses the Corps of Engineers <br /> <br />. <br />
