They are as follows: <br /> <br />The physical ability to pass the major, or lOO-year frequency, <br />storm runoff, or equivalent, at any channel location in the <br />regi on, without 1 ass of human 1 i fe, persona 1 injury, or maj or <br />property damage; <br /> <br />The natural or historic drainage capacity, or its equivalent, <br />for storm and flood runoff on all property in the region; <br /> <br />The use of major, or lOO-year frequency, storm runoff flood- <br />plains and right-of-ways for aesthetic, environmental, <br />recreation, or other multiple-use purposes; <br /> <br />The preservation of special environmental or ecological <br />features unique to a particular drainage area; <br /> <br />The current water quality standards of local, state and <br />federal agencies for the South Platte River and its tribu- <br />taries, and in runoff storage and irrigation water reservoirs <br />on those streams; <br /> <br />The compatibility of storm and flood runoff measures with <br />current water resource management plans; <br /> <br />The replenishment of groundwater in conjunction with deten- <br />tion storage, within limits of downstream water rights; <br />
