This is an important recognition since floodplain regu- <br /> <br />lation automatically reduce projected future flood damages by pre- <br /> <br />venting unwise construction in the floodplain. <br /> <br />Current Federal thinking about feasibility studies for water <br /> <br />resources projects is in the new Principles and Standards for <br /> <br />Planning Water and Related Land Resources (6). This document <br /> <br />prescribes economic development and environmental quality as the <br /> <br />two basic objectives of water projects with social welfare and <br /> <br />regional development being considered as separate "accounts." <br /> <br />Traditionally, flood control projects have been undertaken <br /> <br />with the basic objective of reducing or preventing damage to property, <br /> <br />This falls into the account of economic development. A number of <br /> <br />other objectives are also to be considered. Table gives twelve <br /> <br />proposed objectives for UDFC systems in the Denver region. All of <br /> <br />these and others may be considered in the feasibility study. These <br /> <br />should be agreed upon at the beginning of the study between the <br /> <br />analysts and decision makers. <br /> <br />Table 1-1. Objectives of UDFC <br /> <br />1. To reduce flood damage and maintenance requirements to public <br />and private property and facilities, <br /> <br />2, To enhance the value of land and other property in neighbor- <br />hoods serviced by UOFC facilities. <br /> <br />3, To improve the visual impact and aesthetic quality of the urban <br />1 andscape. <br /> <br />4, To improve the quality of water resources. <br /> <br />5. To preserve the ecological and environmental values of natural <br />floodplain areas. <br />
