In the UDFCD, land use regulation in the lOO-year floodplain

is considered to be the baseline condition upon which future plans

are made. This is an important recognition since floodplain regu-

lation automatically reduce projected future flood damages by pre-

venting unwise construction in the floodplain.

Current Federal thinking about feasibility studies for water

resources projects is in the new Principles and Standards for

Planning Water and Related Land Resources (6). This document

prescribes economic development and environmental quality as the

two basic objectives of water projects with social welfare and

regional development being considered as separate "accounts."

Traditionally, flood control projects have been undertaken

with the basic objective of reducing or preventing damage to property,

This falls into the account of economic development. A number of

other objectives are also to be considered. Table gives twelve

proposed objectives for UDFC systems in the Denver region. All of

these and others may be considered in the feasibility study. These

should be agreed upon at the beginning of the study between the

analysts and decision makers.
