In this methodology, the only tangible benefit recommended for quantification is the minimization of property damage. Users of the methodology may attempt to quantify other benefits where the data base is available, Otherwise, all benefits except damage reduction must be descriptively presented. The methodology is diyided into three parts shown on Figure 1-1. The first presents a technique for comparing the costs and benefits of UDFC projects on the basis of damage reduction alone. The second describes techniques for displaying descriptive information concerning all other project benefits, After the two preceding analyses have been completed it is necessary to present the information in a format suitable for rapid comprehension by a variety of audiences, A suggested method for this is contained in the methodology, The final part of the methodology, the tradeoff analysis, presents an opportunity for analysts and decision makers to discuss all beneficial and adverse effects of the alternatives and to arrive at a best decision regarding the selection.
