The one-hundred year flood should be adopted as the cri- <br /> <br /> <br />terion for the construction of facilities. Such facilities <br /> <br /> <br />should be planned, where necessary, to insure that damages <br /> <br /> <br />resulting from the conveyance of the 100-year flood by the <br /> <br /> <br />channels would be essentially non-existent. This would <br /> <br /> <br />ensure that most properties presently subject to potential <br /> <br /> <br />flooding would have at least protection from the one <br /> <br /> <br />hundred year flood. <br /> <br />General <br /> <br /> <br />A number of possible master plans of development for Lakewood <br /> <br /> <br />Gulch were considered in a report titled "Major Drainageway <br /> <br /> <br />Planning for Lakewood Gulch, Phase A, Development of Alter- <br /> <br /> <br />native Plans," (Reference 5) dated December 1975; Revised <br /> <br /> <br />January 1976; and in an Addendum to this Phase A report <br /> <br /> <br />(Reference 6), dated March 1979. The alternative plans were <br /> <br /> <br />developed after a detailed analysis of the damage potential, <br /> <br /> <br />the costs of the alternatives, and the benefits to be derived <br /> <br /> <br />by the construction of the facilities. The analysis indicated <br /> <br /> <br />that the construction of facilities to convey the one hundred <br /> <br /> <br />year flood is not necessarily cost-effective in terms of the <br /> <br /> <br />cost benefit ratio, when this ratio is calculated using only <br /> <br /> <br />flood damage reduction as a benefit. The cost for acquisition <br /> <br /> <br />of an easement for maintenance access is included in the cost <br /> <br /> <br />because the easement is needed by the Urban Drainage and Flood <br /> <br /> <br />Control District and the Cities of Denver and Lakewood to main- <br /> <br /> <br />tain the drainageway in a satisfactory manner. While benefits <br /> <br /> <br />are derived from the provision of maintenance access, they <br /> <br /> <br />were not quantified into values and were thus not incorporated <br /> <br /> <br />into the calculated benefits. <br /> <br />2. The areas presently anticipated to be inundated by a one <br /> <br /> <br />hundred year flood (after construction of improvements) <br /> <br /> <br />should be regulated. Additional development of flood prone <br /> <br /> <br />lands, or development which would increase the flood hazard, <br /> <br /> <br />should be prohibited. Residents of flood prone areas should <br /> <br /> <br />be apprised of the potential hazards and the available <br /> <br /> <br />interim protective measures, including flood insurance and <br /> <br /> <br />flood-proofing techniques. Flood warning and community <br /> <br /> <br />preparedness programs should be continued. <br /> <br />3. The portions of the channels which presently have the <br /> <br /> <br />capability of conveying the one hundred year flood should <br /> <br /> <br />be regulated so that no future development or channel <br /> <br /> <br />constrictions are allowed to decrease their capabilities. <br />
