I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

work with the City of Sterling and CWCB to raise comfort levels of the public regarding
these areas.

Based upon our experience on past master planning projects, we have found that public
involvement is critical to such projects. WRC has developed questionnaires for public
distribution, presented projects to all levels of public and private parties and has met one on
one with individuals who would be impacted by construction. We recognize the importance
of developing plans wherein construction of the project does not adversely effect those who
live, work, and operate businesses adjacent to the site or who travel through the area.

Please note that WRC will undertake this effort only after the City and CWCB's
approval is secured.

5.

APPROACH TO CONSTRUCTION COST ESTIMATING: WRC draws upon several
sources, including our in-house library of estimating data, in preparing construction cost
estimates. We pride ourselves on the accnracy of onr estimates. It is our philosophy to
attempt to closely match a "low bid" and not to provide an over inflated estimate to protect
ourselves. The ability to accurately estimate construction costs is very critical especially
while evaluating alternative solutions.

Some examples of our work from the past 2 years include:

. Project WRCEngineer's .' Low Bid
. ........ .... Estimate
1. Neva Road Outfall Storm Sewer and $199,600 $201,000
Channel
(Phase I of Old Town Niwot L.l.D.)
2. Jay Road and Niwot Road/BNRR $173,988 $163,428
Crossing Improvements (Boulder
County Department of Transportation)
3. Basin 15 Storm Sewer $255,292 $227,546
(Arapahoe County)
4. Zone 2300 Pipeline $1,656.574 $1.787,485
(Las Vegas Valley Water District)
5. 17th A venue Drainage Outfall System $957,214 $947,271
(City of Longmont)
6. Chateaux Beaumar Phase I Drainage $220,214 $210,846
Improvements
(City of Littleton)

6.

PEER REVIEW PROGRAM: WRC implements a rigid peer review program whereby
every project is scrutinized by a qualified professional who usually is not part of our design
team. When merited, WRC has retained the services of an outside consultant to provide peer
review services. We have found that employing the "fresh eyes" of a qualified professional
in the role of "devils advocate" can, as a minimum, provide an additional level of quality
assnrance to our client's project. Sometimes the result is a design change that makes the
project better serve the client's needs.

CITY OF STERLING/CWCIl 2 \\ RC ENGINEERING. INC.
