I I I I I I I I I I I I I I I I I I I B. SPECIFIC PROJECT APPROACH WRC proposes to handle the scope of services in a specific manner that is presented below in greater detail. Where possible, we have refrained from lengthy explanations and concentrated in presenting our approach in an outline format. 1. FINALIZING THE SCOPE OF SERVICES AND SIGN AGREEMENT While the scope of services is defined in general terms in the RFP and Section - I of this response, WRC's Project Manager will meet with the City of Sterling and CWCB to develop a detailed scope of services, and submit the same with a draft copy of a proposed agreement. Upon receipt of the City/CWCB comments, WRC will finalize, sign, and submit the final agreement for execution by the City and CWCB. 2. PROJECT ORIENTATION, COORDINATION AND MANAGEMENT We view the Project Orientation Phase as a period to organize project information, determine the degree of usability of the information, secure base maps for the project and initiate project coordination efforts which will be continued throughout the duration of the project. It is critical that the consultant, who is selected for your project, adopt a rigid and relentless approach to project management. WRC would continuously add staff to the project team in a manner wherein efforts expended by the staff are highly productive. Based upon a project management approach, and hourly billing rates that are higWy competitive, we are confident that you will receive the most engineering per dollar of fee through the selection of WRC. We will coordinate the project very closely with the City and CWCB staff. The Client's project managers will be kept informed of all work undertaken by WRC staff and for the entire project duration. In summary, WRC staff will team up with the City and CWCB staff and work together as one unified team to accomplish the project objectives 3. REVIEW PREVIOUS RELEVANT STUDIES AND FIELD VERIFY IMPLEMENTATION OF THE PROPOSED DRAINAGE IMPROVEMENTS In order to gain a through familiarity with the City's drainage systems and problems, we will spend a reasonable time in the field verifying available information on previous work performed by the City. The following will be covered under this task: a. Secure copies of the previous relevant studies related to the flooding and the proposed flood control facilities in the study area. b. Site visits to photograph, document and verify existing major structures. All hydraulic parameters, dimensions, and other information will be entered in the field on WRC's standard form and retained for use throughout the project period. Copies of this documentation will be provided to the City/CWCB for their use. c. Review all information secured above plus local storm drainage system information and determine its applicability. Any useful information will be utilized and thus eliminate any duplication of effort. d. Compile a review summary of the previous work and prepare a draft summary report. e. Submit the subject draft report for review and comments. Finalize the report after the receipt of comments from the City of Sterling and CWCB. CITY OF STERLlNG/CWCB 3 WRC ENGINEERING, INC.
