SPECIFIC PROJECT APPROACH <br /> <br />WRC proposes to handle the scope of services in a specific manner that is presented below in greater <br />detail. Where possible, we have refrained from lengthy explanations and concentrated in presenting our <br />approach in an outline format. <br /> <br />1. FINALIZING THE SCOPE OF SERVICES AND SIGN AGREEMENT <br /> <br />While the scope of services is defined in general terms in the RFP and Section - I of this response, <br />WRC's Project Manager will meet with the City of Sterling and CWCB to develop a detailed scope <br />of services, and submit the same with a draft copy of a proposed agreement. Upon receipt of the <br />City/CWCB comments, WRC will finalize, sign, and submit the final agreement for execution by <br />the City and CWCB. <br /> <br />2. PROJECT ORIENTATION, COORDINATION AND MANAGEMENT <br /> <br />We view the Project Orientation Phase as a period to organize project information, determine the <br />degree of usability of the information, secure base maps for the project and initiate project <br />coordination efforts which will be continued throughout the duration of the project. It is critical that <br />the consultant, who is selected for your project, adopt a rigid and relentless approach to project <br />management. WRC would continuously add staff to the project team in a manner wherein efforts <br />expended by the staff are highly productive. Based upon a project management approach, and <br />hourly billing rates that are higWy competitive, we are confident that you will receive the most <br />engineering per dollar of fee through the selection of WRC. We will coordinate the project very <br />closely with the City and CWCB staff. The Client's project managers will be kept informed of all <br />work undertaken by WRC staff and for the entire project duration. In summary, WRC staff will <br />team up with the City and CWCB staff and work together as one unified team to accomplish the <br />project objectives <br /> <br />3. REVIEW PREVIOUS RELEVANT STUDIES AND FIELD VERIFY IMPLEMENTATION OF <br />THE PROPOSED DRAINAGE IMPROVEMENTS <br /> <br />In order to gain a through familiarity with the City's drainage systems and problems, we will spend <br />a reasonable time in the field verifying available information on previous work performed by the <br />City. The following will be covered under this task: <br /> <br />a. Secure copies of the previous relevant studies related to the flooding and the proposed flood <br />control facilities in the study area. <br /> <br />b. Site visits to photograph, document and verify existing major structures. All hydraulic <br />parameters, dimensions, and other information will be entered in the field on WRC's standard <br />form and retained for use throughout the project period. Copies of this documentation will be <br />provided to the City/CWCB for their use. <br /> <br />c. Review all information secured above plus local storm drainage system information and <br />determine its applicability. Any useful information will be utilized and thus eliminate any <br />duplication of effort. <br /> <br />d. Compile a review summary of the previous work and prepare a draft summary report. <br /> <br />e. Submit the subject draft report for review and comments.
