STATEMENT OF AVAILABILITY AND RESPONSE TIME: WRC is in the process of
completing several projects which required significant resources. Among these projects are
the City of Longmont Urban Stormwater Management Master Plan, Cottonwood Creek
Channel Improvements including submittal of CLOMR to FEMA, 60" diameter storm sewer
retrofit project, and 2 miles of 48" diameter water line design.

I
I
I
il
I
I
I
I
I
I

2.

II

I
I
:1
I

Based on our current and projected work load for the remainder of 1995 and 1996, we see
absolutely no problem in providing the City of Sterling and CWCB with the required
engineering services.

APPROACH TO PROJECT STAFFING: Principals from WRC review each project, for
which we are retained, to determine the specific technical requirements that are necessary to
produce a completed project of the highest quality. It is only after we have a thorough
understanding of the project that staff are assigned. We make every attempt to assign
personnel wherein there is a close correlation between their respective area of expertise and
the project assignment.

Principal engineers truly have a hands on roll in overseeing projects, sometimes performing
design, and serving as a primary client contact. Furthermore, the client is introduced to our
Principal-In-Charge, Project Manager, and Project Engineer, all of whom have professional
registration in their respective disciplines. While we encourage that projects be coordinated
through a single source, the Client does have 2 or 3 senior level per~onnel available to them
at anytime.

3.

PROJECT MANAGEMENT / DOCUMENTATION: The succes~ of any project is highly
dependent on the abilities of the project management to assure that schedules and budgets
are met, and most importantly, that the client and all other interested parties are satisfied
and supportive of the final work prodnct. WRC has been successful in developing projects
due directly to its ability to produce quality products which are accepted by project sponsors
and other interested parties.

WRC has always completed projects within the client's prescribed time frames and produces
quality projects for the prescribed budgets. WRC's policy is to never leave a project
uncompleted or with unacceptable quality due to budget or time constraints.

From the first day of an assignment until its completion we undertake a relentless approach
to project management. Key personnel are only utilized in their respective areas of
expertise. This measure insures that the Client receives the most design services per dollar
of expenditure. All meetings, phone conversations and information received will be properly
documented .

4.

PUBLIC INVOLVEMENT: In order to gain the support of the Comm'lmty and public
officials for implementation of specific flood control projects, it is important to secure public
participation throughout the planning and construction process.

Based on our past experience of ~oliciting public input and securing approvals from different
Districts, Commissions, Boards and City Councils, we understand it is critical that the
community realizes that workable projects that solves real problems are being developed
and that the interests and concerns of the community are being fully addressed.
