<br />been estimated utilizing detailed hydrologic information contained in previously prepardd detailed <br />floodplain information reports, detailed hydrologic information developed for the 1987 <br />preliminary mapping of the Colorado River floodplain prepared by the U.S. Army Corps of <br />Engineers, Sacramento District, and approximate hydrologic information derived through <br />interpolation of the detailed information; and <br /> <br />WHEREAS, the estimation of 100-year peak flows for the stream reaches included in <br />Table 4 is described in said new report; and <br /> <br />WHEREAS, the Colorado Water Conservation Board is taking this action under the <br />provisions set forth in 2 CCR408-1 Rule 9.D.2 (Board Initiative) and the City of Rifle, the Town <br />of Parachute, the Town of DeBeque, the Town of Palisade, the City of Grand Junction, the City <br />of Fruita, Garfield County and Mesa County have been notified of the proposed action and their <br />comments have been considered in this resolution; and <br /> <br />WHEREAS, the City of Rifle, the Town of Parachute, the Town of Palisade, the City of <br />Grand Junction, the City of Fruita, Garfield County and Mesa County have not requested the <br />Colorado Water Conservation board to rescind any of the detailed information contained in <br />Resolutions Nos. 22, 245, 246, 303, 92-330,92-331, 92-332 or 94-365; and <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado <br />Water Conservation Board to assist in the prevention of floods and flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that <br />legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along <br />any storm or floodwater runoff channel or basin only after designation and approval by the <br />Colorado Water Conservation Board; and <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado <br />Water Conservation Board to designate and approve storm or floodwater runoff channels or <br />basins and to make such designations available to legislative bodies of local jurisdictions; and <br /> <br />WHEREAS, the information in said new report for the stream reaches listed in Tables 1, <br />2, 3 and 4 meets all of the requirements for approximate information listed under the Board's <br />"Rules and Regulations for the Designation and Approval of Floodplains and of Storm or <br />Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, Colorado Water Conservation Board has determined that the hydrologic <br />information prepared in said new report for the stream reaches listed in Table 4 is appropriate <br />for designation and approval of approximate floodplain information and for use in simple <br />floodplain analyses for development such as open space, agriculture, farm bridges, pole barns and <br />individual single residential structures, but that the methodology is not appropriate for <br />development involving residential subvidivisions greater than 50 lots or occuring on sites greater <br /> <br />9 <br />
