<br />FEMA by a private party, whether the <br />community is aware of the request. <br /> <br />If the required supporting data have not been <br />provided, FEMA will send a letter to the person <br />who submitted the request. The letter will be <br />accompanied by a che<klist that identifies any <br />basic supporting data that the requestor has not <br />submitted. Until the requested data are <br />submitted, FEMA will not undertake a detailed <br />review of the request and will take no further <br />action concerning the request. <br /> <br />If FEMA determines from its preliminary review <br />that the basi< supporting data have been <br />provided, it will acknowledge receipt of the <br />request by letter. The acknowledgment letter <br />will inform the requestor of the amount of time <br />FEMA will need to complete a detailed review of <br />the request and supporting data (usually 90 <br />days). <br /> <br />After completing the detailed review, FEMA will <br />inform the requestor by letter of any additional <br />supporting data that must be submitted. Again, <br />no further action will be taken on the request <br />until the required supporting data are received. <br /> <br />Once all the required data have been received, <br />FEMA will complete its review and determine <br />whether changes are warranted. If the data <br />submitted do not warrant any changes to the <br />information shown on the effective map, FEMA <br />will inform the requestor by letter. If changes <br />are warranted, FEMA will either physically revise <br />the effective map or issue a LOMR. <br /> <br />For physical map revisions, only the map panels <br />affected by the changes are revised. When a <br />FIRM is revised, the corresponding FBFM panels <br />and FIS report are also revised as necessary. The <br />revised materials are sent to the community for a <br />30-day review period. When FIRM revisions <br />involve new or changed BFEs, the 30-day period <br />will be followed by a formal 90-day appeal <br />period, during which the BFEs may be appealed. <br />(See Chapter 3.) <br /> <br />When the BFEs have been lowered, FEMA may <br />print the revised FIRM during the appeal period. <br />If an Appeal is submitted, FEMA will either delay <br />the printing of the new FIRM OT, if necessaTY, <br />revise the new FIRM after it has been printed. <br />Because Appeals are rarely submitted when BFEs <br /> <br />have been lowered, this procedure has proved <br />to be a fast and effective method of providing <br />the community with its revised maps. When <br />BFEs have been added or raised, the FIRM will <br />not be pri nted unti I after the appeal period has <br />ended and any Appeals have been resolved. <br /> <br />When physical map revisions do not involve new <br />or changed BFEs, no appeal period is necessary; <br />the maps are printed after the 30-day review <br />period has ended. In all cases, the revised maps <br />do not be<ome effective until they are printed <br />and distributed to the community. <br /> <br />Generally, FEMA will revise and republish an <br />effective NFIP map only when increased flood <br />hazards (e.g., higher BFEs, new or enlarged <br />SFHAs) will be shown or when the revision is <br />significant. The significance of the revision will <br />be determi ned by the size of the area, and/or the <br />number of interests, that will be affected by the <br />revision. <br /> <br />The LOMR, which is usually issued when the <br />revision will reflect decreased flood hazards, is <br />sent to the CEO and takes the place of a physical <br />map revision. The LOMR describes the changes <br />that have been made and officially revises the <br />effective NFIP map. The LOMR is to be kept in <br />the community map repository as an official <br />revision to the FIRM. When necessary, hand- <br />revised maps illustrating the changes are sent <br />with the LOMR. <br /> <br />The revision is effective as of the date of the <br />LOMR. A LOMR cannot be issued to add or raise <br />BFEs. LOMRs that decrease BFEs will be followed <br />by a formal 90-day appeal period No appeal <br />period is necessary for LOMRs that do not <br />involve changes to the BFEs. <br /> <br />As can be seen from the discussion above, an <br />advantage of revising an NFIP map through the <br />LOMR process is that the revision be<omes <br />effective on the date the LOMR is issued. By <br />comparison, a revision made through the <br />physical map revision process will not be<ome <br />effective until the revised map has been issued in <br />preliminary form, passed through the <br />appropriate review periods, printed, and <br />distributed. <br /> <br />When FEMA is preparing and intends to publish <br />a new or revised flood hazard map for a <br /> <br />28 <br />
