community, with flood risk data developed by a
map revision requestor or by FEMA in an FIS or
RFIS, FEMA may receive a request for a LOMR
based on a portion of those data. If the changes
that would result from the data are of the type
that may appropriately be made by a LOMR,
FEMA can issue the LOMR as requested but only
as described below.

. If the requested changes involve only
areas designated Zone A or Zone V on
the effective NFIP map, the LOMR can be
issued as soon as FEMA has determined
that the new flood risk data are the best
avai lable for the area in question.

. If the requested changes involve areas
designated Zone A 1 - A30, AE, AH, AO,
VI-V30, or VE on the effective NFIP map,
the LOM R wi II not be issued u nti I the
new or revised map has been issued in
preliminary form and all new or revised
BFEs shown on that map have been
proposed and made final by issuing the
letter of final determination.

In either case, however, the restrictions
described previously in this chapter for
properties in alluvial fan SFHAs would still apply.
(See the section entitled "Revisions to Exclude
Parcels of Land From SFHA Based on Altered
Topography (Placement of Fill).")

29
