<br />LESSONS of RECOVERY' A REViEW of TIlE 1997 ColoRAdo Flood DisASTER <br /> <br />Colorado Historical State Historical Provides consultation on historic structures; provides technical advice <br />Society Preservation on preservation methods; reviews mitigation proposals for designated <br /> Officer structures; administers State Historical Fund Grants, including <br /> Emergency Grants, <br />Colorado Bar Young Lawyers Provides legal advice, counseling and representation at no cost to <br />Association Division individual disaster victims. <br /> <br />Disaster Recovery Centers <br /> <br />I <br /> <br />The Field Services staff of the Department of Local Affairs coordinated the rapid establishment of <br />Disaster Recovery Centers (DRCs) in Fort Collins, Weldona and Atwood to provide disaster victims with <br />a central location for meeting with representatives of the various volunteer and governmental agencies <br />involved with disaster relief. The following checklist was developed by Field Services Representatives who <br />managed DRCs in the disaster-impacted communities, <br /> <br />Checklist for Disaster Recovery Centers <br /> <br />Space <br />.,f local government or school facility, if available (consult local officials) <br />.,f large, open space capable of holding 100 or possibly more people at a time (at least 1,500 sq ft. and up to <br />10,000 sq. ft.) <br />.,f near American Red Cross service centers, whenever possible (victims may need to register with Red <br />Cross before receiving temporary housing assistance) <br /> <br />Hours of Operation <br />.,f extended and weekend hours to accommodate victims' schedules (e.g., 9 AM to 9 PM) <br /> <br />Telephones <br />.,f as few as 5-10 in smaller centers and up to 50-75 in large centers <br />.,f rollover lines and voice, fax and computer data capabilities <br />.,f utilize existing local contracts with US West, where available <br />.,f cellular phones and extra batteries <br /> <br />Staffing <br />.,f space for following types of program and service providers: housing, human services, city/county liaisons, <br />local emergency management, utilities, local/regional health departments, agricultural assistance, job <br />services, volunteer agencies (American Red Cross, Salvation Army, VOAD), state agencies (Local <br />Affairs, Human Services, Insurance Commissioner), federal agencies (FEMA, SBA), business <br />development and revolving loan funds, volunteer coordination, local church and charitable organizations, <br />rural development and local government organizations <br />.,f promote local-state partnerships and volunteer and private contributions <br />.,f encourage rotation of staff to avoid burnout <br /> <br />COLORAdo OffiCE of EMERl;ENCY MANAl;EMENT <br /> <br />21 <br />
