<br />, <br />LESSONS of RECOVERY - A REViEW of TltE 1997 COLORAdo Flood DisASTER <br /> <br />Labor and Job Service Disaster Unemployment Assistance Program provides direct weekly <br />Employment Centers payments to individuals out of work as a result of a disaster, including <br /> self-employed workers, farmers and other disaster victims who may not <br /> be covered by regular unemployment insurance programs. <br />Local Affairs Emergency Coordinates financial and technical assistance to impacted local <br /> Management jurisdictions and state agencies; provides technicai assistance on local <br /> (OEM) emergency planning, community recovery, GIS mapping and hazard <br /> mitigation; assists in administration and deiivery of federai disaster <br /> assistance programs, <br /> Coordinates establishment of Disaster Recovery Centers in impacted <br /> Field Services communities; provides technical assistance regarding community <br /> redevelopment and economic recovery; assists in administration and <br /> delivery of federal disaster assistance programs. <br /> Coordinates low- to moderate-housing grants; provides short-term <br /> housing assistance to disaster victims; assists local housing authorities <br /> Housing in locating housing resources. <br /> Provides technical assistance with respect to local planning, budgeting, <br /> public facilities/services, GIS services, and land-use issues; <br /> Local Govemment coordination with HUD. <br />Military Affairs Colorado Army Provides support to local authorities with rescue and evacuation efforts; <br /> National Guard provides helicopter support for reconnaissance and observation <br /> flyovers by elected officials and other VIPs. <br />Natural Hazards Intergovernmental Technical assistance for evaluation of projects and information on <br />Mitigation Council reducing and managing potential impacts from natural hazards. <br />Natural Resources Colorado Water Flood Control and Floodplain Management Section prepares flood <br /> Conservation documentation reports and mitigation proposals; provides technical <br /> Board (CWCB) assistance regarding local flood hazards, flood insurance and hazard <br /> mitigation; administers Hazard Mitigation Grant Program. <br /> Coordinates emergency and long-term repairs of damaged <br /> Parks improvements at State parks, <br />Public Health and Coordinates loans and grants to restore waste and wastewater facilities <br />Environment and .domestic water utilities; coordinates encephalitis testing and <br /> remedial actions; provides technical assistance regarding household <br /> waste issues, storm sewer systems, water quality issues and other <br /> health matters. <br />Regulatory Agencies Insurance Fields questions or complaints from disaster victims on insurance <br /> matters, including offering advice on insurance requirements, claims <br /> and problems with settlements. <br />Transportation Provides emergency repairs to highways, roads and bridges and <br />(COOT) responds to local government requests for emergency assistance; <br /> participates on damage assessment team inspections of damaged <br /> highways facilities; coordinates financial reimbursement related to <br /> federal aid road systems; implements hazard mitigation measures to <br /> prevent repetitive losses to COOT facilities <br /> <br />J <br />I <br /> <br />COlORAdo OffiCE of EMERGENCY MANAGEMENT <br /> <br />20 <br />
