<br />DEFINITIONS
<br />A-Zone - Found on both Flood Hazard Boundary Maps (FHBMs) and
<br />Flood Insurance Rate Maps (FIRMs), A-Zones are areas which would be
<br />flooded by a base flood. These areas may be numbered as A, AD, AH or
<br />AE. (See end of definitions section for new FEMA zone classifications.)
<br />Alteration - Any change or addition to a structure that increases its
<br />external dimensions.
<br />Appeal - A request for a review of the floodplain administrator's inter-
<br />pretation of any provision of these regulations or a request for a
<br />variance.
<br />Area of Special Flood Hazard - The land in the floodplain within a
<br />community subject to a one percent (1 %) or greater chance of inunda-
<br />tion in any given year, i.e. the 1 DO-year floodplain.
<br />Artificial Obstruction/Development - Any obstruction which is not
<br />natural, including any dam, diversion, wall, riprap, embankment, levee,
<br />dike, pile, abutment, projection, revetment. excavation, channel rectifica-
<br />tion, bridge, conduit, culvert. building, refuse, automobile body, fill, or
<br />other analogous structure or matter in, along, across, or projecting into
<br />any 1 DO-year floodplain which may impede, retard, or alter the pattern
<br />of flow of water, either in itself or by catching or collecting debris car-
<br />ried by the water, or that is placed where the natural flow of water
<br />would carry the same downstream to the damage or detriment of either
<br />life or property.
<br />Base flood - A flood having a one percent (1%) chance of being
<br />equaled or exceeded in any given year. Also referred to as the 1 DO-year
<br />flood.
<br />Base Flood Elevation - Referenced to "mean sea level", the elevation
<br />that the water reaches during a base flood.
<br />Channelization Project - The excavation and/or construction of an
<br />artificial channel for the purpose of diverting the entire flow of a stream
<br />from its established course.
<br />Colorado Water Conservation Board - The state agency that coor-
<br />dinates the National Flood I nsurance Program.
<br />Development - Refers to any man-made change to real estate includ-
<br />ing, but not limited to buildings or other structures, filling, mining, dredg-
<br />ing, grading, or excavation.
<br />Establish - To construct, place, insert, or excavate.
<br />Federal Emergency Management Agency (FEMA) - The federal
<br />agency that administers the National Flood Insurance Program.
<br />Flood or Flooding - A general and temporary condition of partial or
<br />complete inundation of normally dry land areas from the overflow of a
<br />stream, or the unusual and rapid accumulation of runoff of surface
<br />waters from any source.
<br />Floodplain - The areas adjoining a stream which would be covered by
<br />floodwater.
<br />Floodway - The channel of a stream and the adjacent overbank areas
<br />that must be reserved in order to discharge the base flood without
<br />cumulatively increasing the water surface elevation more than one foot.
<br />Floodway Fringe - That portion of the floodplain outside the limits of
<br />the floodway.
<br />Flood Boundary and Floodway Map - A map which may be included
<br />with the Flood Insurance Study and the Flood Insurance Rate Map. It
<br />identifies the f100dway and, along with the study and the Fl RM, provides
<br />the technical basis for floodplain management regulations.
<br />Flood Hazard Boundary Map (FHBM) - usually the first map a com-
<br />munity receives from the Federal Emergency Management Agency. It
