An emergency <br />operations plan should also spell out the chain of command and <br />organizational structure for directing a flood fight. Local governments <br />can receive assistance in preparing a disaster plan from the Division of <br />Disaster and Emergency Services of the Department of Public Safety at <br />Camp George West, Golden, Colorado 80401. <br />Once a flood has receded, the recovery period can extend for <br />several months. Local governments should ensure that flood victims' <br />needs are met by facilitating state and federal disaster assistance pro- <br />grams (temporary housing, loans or grants), or by establishing their own <br />recovery-aid programs. Local governments may also want to make tax <br />adjustments for flood victims. By developing and implementing a com- <br />prehensive floodplain management program that uses many of the <br />techniques described above, local officials can effectively protect their <br />citizens from all but the worst flood disasters. At the same time, a flood- <br />plain management program, through careful pianning can guide the type <br />and manner of floodplain use so that it is consistent with a community's <br />long-range goals and land-use needs. <br /> <br />41 <br />
