<br />FLOOD PLAIN REGULATIONS AND ZONING <br /> <br /> <br />This measure should be in place and actively enforced in Platte <br /> <br /> <br />Center. It should follow, as a minimum, the standards set forth in <br /> <br /> <br />the National Flood Insurance Program and in the legislative acts of <br /> <br /> <br />the State of Nebraska. These standards basically state that any <br /> <br /> <br />construction that can be damaged by flood-waters or that can obstruct <br /> <br /> <br />floodflows should not be located in the 100-year flood plain. If that <br /> <br /> <br />is not practicable, residential construction that could be damaged by <br /> <br /> <br />floodwater should be at least 1 foot above the lOa-year floodwater <br /> <br /> <br />surface elevation, Nonresidential construction that could be damaged <br /> <br /> <br />by floodwater should be at least 1 foot above or be flood-proofed to <br /> <br /> <br />at least 1 foot above the lOa-year floodwater surface elevation and <br /> <br />" <br />should be designed to minimize potential harm to~pr within the flood <br /> <br /> <br />plain. If the operation of the constructed facilities is considered <br /> <br /> <br />critical during flood periods. those facilities should be protected <br /> <br /> <br />from the 500-year flood. Flood plain construction should not increase <br /> <br /> <br />the water surface elevation of the lOO-year flood' more than 1 foot <br /> <br /> <br />relative to existing conditions, <br /> <br />The goal of such regulations and zoning is to promote wise use of <br /> <br /> <br />the flood plain by first trying to find areas outside the flood plain <br /> <br /> <br />for" development. If thac is noc pract.icable and flood plain <br />, - - ~ <br /> <br />development is needed, enforcing flood pl,;..,.ri:' ,regulations ,and' zoning <br /> <br /> <br />will ensure that development is protecced from flooding and is not <br /> <br /> <br />located in those parts of,the flood plain that are reserved strictly <br /> <br /> <br />for the passage of future floods. To properly implement this measure <br /> <br /> <br />and achieve this goal, flood plain management tools such as floodway <br /> <br /> <br />and flood plain boundaries and floodwater surface elevations are <br /> <br /> <br />n!!eded. These can be acquired from a -,FIS through the Federal <br /> <br />, - <br />Emergency Managemenc Agency. The FIS will identify the areas that are <br /> <br />considered to be in the lOO-year flood plain. It will also identify <br /> <br />25 <br />
