<br />The potential for a flood control dam along Elm Creek should not <br /> <br /> <br />be ruled out entirely, however. The flood control study of the Shell <br /> <br /> <br />Creek basin identified in the Other Studies section of this report may <br /> <br /> <br />consider the potential benefit of a series of dams along tributaries <br /> <br /> <br />to Shell Creek. There is a site along a tributary to Elm Creek that <br /> <br /> <br />may be evaluated as part of this project. A dam or dams in the Elm <br /> <br />Creek basin may be economically justified if benefits outside of <br /> <br /> <br />Platte Center are considered in addition to just those in Platte <br /> <br /> <br />Center. The reduction in dischal:ge in Platte Center as a result of <br /> <br /> <br />the dam or dams may Make other structural solutions more feasible in <br /> <br /> <br />Platte Center, <br /> <br />Benefits and costs, net benefits, and benefic~cost ratios for the <br />" <br />structural alternatives were compared and are summarized in table 7. <br /> <br />NONSTRUCTURAL ALTERNATIVES <br /> <br />Measures comprising nonstructural alternatives include flood plain <br /> <br /> <br />regulations and zoning; flood preparedness planning; flood proofing; <br /> <br /> <br />public acquisition of the flood plain and permanent flood plain <br /> <br /> <br />evacuation (relocation); information and education about flooding, <br /> <br /> <br />floOQ impacts, and the hazard of living in flood-prone areas; and <br />.' . <br />flooa insurance. <br /> <br />'. <br /> <br />'. <br /> <br />Nonstructural measures are uniquely different from structural <br /> <br /> <br />measures in that the protection device or means is not an actual <br /> <br /> <br />physical structure located in One place (such as a dam, levee or <br /> <br /> <br />channel), but rather is a measure that is interspersed within or <br /> <br />t,hroughout the community. Structural _solutions often provide <br /> <br /> <br />protection for a large area, whereas nonstruccural solutions are <br /> <br />usually unique to each individual structure in the flood plain. <br /> <br />23 <br />
