<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />This task is a description of the without-project condition; the baseline from which <br />alternative plans' benefits are measured and impacts are assessed, The impetus of this <br />task is to establish the relationship of the problems that exist in the study area with <br />significant resources currently being affected, and to forecast the most likely scenario <br />that will occur in the future without a federal project. Appropriate coordination, literature <br />review, site visits, and studies will be conducted throughout the planning process to <br />determine this information. <br /> <br />If not already available, dominant vegetation will be sampled and a cover-type map <br />developed for specific project reaches/areas, An assessment methodology that <br />involves outputs in acres of stream habitat, riparian habitat, wetland habitat, and <br />buffering upland habitat will likely be used, The method must also involve outputs in <br />quality, The resulting assessment will likely result in acres of habitat type multiplied by <br />a quality index ranging from poor to excellent. A team of Corps/sponsor/agency/interest <br />group biologists will be used to develop the quality index, <br /> <br />Also, special interviews may be necessary to determine how water quality issues are <br />being addressed, or planned to be addressed, The existing and future water quality will <br />be related to the existing and future expected fishery, <br /> <br />3.0 Step 3 - Formulate Alternative Plans <br /> <br />The focus of this task will be to identify alternative plans that will likely help alleviate <br />anticipated problems with respect to the significant resources of the area, Alternative <br />Plans will be formulated in a way to maximize benefits to both economic development <br />and ecosystem restoration accounts. <br /> <br />The biologist will assist in the identification of ecosystem restoration measures that can <br />be implemented at a specific geographic site to address one or more planning <br />objectives, and then the formulation of alternatives from different mixes of the <br />ecosystem restoration measures, Some iterative reformulation is also likely to better <br />achieve a planning objective or stay within the limits of a constraint. <br /> <br />The biologist will also give fish and wildlife conservation consideration in the formulation <br />of flood damage reduction alternatives. <br /> <br />The biologist will assist in a meeting with sponsor and interested agencies (FWS, <br />CDOW, and EPA) during the development of alternatives. <br /> <br />4,0 Steps 4 thru 6 - Evaluate Effects Compare Alternative Plans. and Select Federal <br />Plan <br /> <br />The biologist will forecast the most likely with-project environmental conditions expected <br />under each alternative, and then compare each with-project conditions to the without- <br />project conditions and document the differences between the two, <br /> <br />14 <br /> <br />
