The biologists will be responsible for the conduct of the <br />study in a manner that is in accordance with Corps environmental planning policies and <br />practices, and in a manner that adequately complies with environmental statutes, The <br />senior biologist will oversee the work of the junior biologist, who will do the majority of <br />the work, <br /> <br />General Scope <br /> <br />It is national policy that fish and wildlife resources conservation be given consideration <br />in the formulation and evaluation of alternative plans, Current planning guidance <br />specifies that the Federal objective of water and related land resources planning is to <br />contribute to national economic development consistent with protecting the Nation's <br />environment, pursuant to national environmental statutes, and applicable executive <br />orders, Protecting the Nation's environment is to be provided by mitigation of the <br />adverse effects attributed to alternative plans and through development of alternative <br />plans that include Ecosystem Restoration Benefits, The specific scope below is <br />formatted in such a way as to highlight the Corps' Six,Step Planning Process, <br /> <br />Specific Scope <br /> <br />1,0 Step 1 - Specify Problems and Opportunities <br /> <br />The Biologist will begin a review of existing literature, studies, and other material that <br />identifies specific environmental problems and opportunities that exist in the study area <br />to establish a necessary base of knowledge prior to proceeding with the study. The <br />biologists will also attend initial public and agency scoping meetings to learn their <br />priorities, preferences, and concerns. Significant resources will be preliminarily <br />identified in order that the objectives of the study are properly focused.
