<br />3.0 In-Kind Services Estimate
<br />
<br />In, kind services were identified that could be done by the city of Greeley in place of
<br />cash payment. The in,kind services were estimated based upon previous studies done
<br />by the Omaha District and specific tasks that were noted in the individual cost estimates
<br />prepared by members of the study team, Definition of those services must be done by
<br />both the City and the Corps of Engineers, Potential In-Kind Services are noted in Table
<br />A-3 and reflect those work items where Corps employees have indicated the possibility
<br />of work in their discipline being performed by the City of Greeley. The numbering in
<br />Table A-3 follows the order of the study disciplines listed in Tables A-1 and A-2, The "y"
<br />in the P1 column indicates that the task will be done prior to Decision Point 1. Some of
<br />the in-kind services reflect the estimated time that city employees will participate in
<br />Product Delivery Team participation, These tasks include project management,
<br />meetings, and Corps processes such as the Washington-Level Review, In some
<br />cases, work may shift from the Corps to the City, but in the majority of the cases where
<br />in-kind services are noted, it is anticipated that the City has greater expertise in that
<br />area and that the study will be improved if part of the task is performed by the local
<br />sponsor. Hourly rates with burdened overhead are included as placeholder estimates
<br />only, noting that final values need to be supplied by the Sponsor.

<br />In-kind service work can have different impacts on the total project cost, depending
<br />upon how the work is distributed. If work, originally scheduled to be done by the Corps
<br />is shifted to the local sponsor, it will not increase the total study cost, and will reduce the
<br />cash payment by the sponsor. On the other hand, if additional work is to be done by the
<br />sponsor, above what is originally estimated to be done by Corps employees, this work
<br />will add to the total cost and the Federal dollars that will be used for the study, but will
<br />decrease the local cash contribution directly to the Corps by 50 cents on the dollar,
