GLOSSARY OF TERMS AND FEDERAL ACRONYMS <br /> <br />905(b) Report - A reconnaissance level report that defines the nature of the problem to be <br />solved and estimates the degree of Federal interest in solving it. The report is named <br />after a section of a Federal Law that defines the need for and character of the report, <br /> <br />CLOMR (Conditional Letter of Map Revision) - A detailed letter sent to the Federal <br />Emergency Management Agency requesting that flood insurance rate maps be revised <br />(downward) to reflect the success of a flood control project in reducing the flood damage <br />threat, <br /> <br />EA (Environmental Assessment) - An evaluation of the environmental impact of a <br />proposed project, with special emphasis on positive or negative impacts to threatened or <br />endangered species and unique ecosystems. <br /> <br />EIS (Environmental Impact Study) - An environmental study that is more rigorous and <br />detailed than an EA, <br /> <br />FCSA (Feasibility Cost Share Agreement) - The contract between the Local Sponsor and <br />the Corps for conducting a Feasibility Study which spells out the costs, duties and legal <br />requirements of all parties, <br /> <br />FWS (Fish and Wildlife Service) - The Federal agency that may need to be consulted as <br />part of an Environment Assessment, <br /> <br /> <br />HQUSACE (Headquarters, U, S, Army Corps of Engineers) '-- The Washington office at <br />the top of the chain of command for the Corps, It is often abbreviated HQ. <br /> <br />HTRW (Hazardous, Toxic and Radiological Waste) - Substances that iffound on a <br />project site, must be removed or contained before a flood control or ecosystem restoration <br />project can be built, <br /> <br />In-Kind Services - Work that is done by the Local Sponsor on the Feasibility Study, The <br />work is negotiated ahead of time, and can be done by the Sponsor instead of submitting a <br />portion of the cost-share cash requirement. <br /> <br />ITR (Independent Technical Review) - A review of a Feasibility Study performed by <br />experts in the technical fields that were not part of the PDT that wrote the report, <br /> <br />LERRO (Lands, Easements, Rights-of'way, Relocations and Disposal areas)-Real <br />Estate tasks or values that are provided by the local Sponsor and are credited to the <br />Sponsor for each cost shared phase of a project. <br /> <br />LOI (Letter Of Intent) - The letter from the local Sponsor indicating the willingness and <br />ability to sign an FCSA. <br /> <br />29 <br />
