<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Corps and the Sponsor will share responsibility for quality control, including independent <br />technical review, Policy related problems or issues would be elevated to the appropriate <br />higher authority for resolution as they develop. <br /> <br />Independent technical review (ITR), a form of peer review, is conducted on all study <br />products to a degree commensurate with study scope, scale and level of risk, The level of <br />technical review is influenced by the degree of technical difficulties, policy issues, <br />customer expectations, study scope and cost, individual project management processes, <br />To insure timely lTR, review teams are generally formed early in the study process <br />through coordination with the project manager, the PDT, appropriate supervisors and the <br />Northwestern Division (NWD), At the local level, the Sponsor utilizes a Project Peer <br />Review Process to deal with policy and technical quality issues, including independent <br />technical review, Generally, ITR review needs to be performed by individuals who have <br />senior,level competence in the specific type of work performed, Selected individuals <br />will have the appropriate knowledge, skills and experience necessary to perform the task, <br />The person might be in a Corps Division office, a District field operations office, in the <br />Planning and Programs Office of another District, the technical and planning offices of <br />another Federal Agency such as the USGS, or a private contractor not involved in <br />technical work on the project. For products developed under contract, the contractor is <br />responsible for quality control and lTR. Current Omaha District policy is that for new <br />feasibility studies, the ITR will be conducted by specialists from organizations outside of <br />the districts responsible for the study, <br /> <br /> <br />Quality products start with good data collection methods that utilize standard and <br />acceptable technical methods and reliable technology to arrive at the information <br />required, Assumptions made will be in accordance with established guidance and policy, <br />and any deviations clearly identified and properly approved, Data from the scientific and <br />"gray" literature will be appropriately referenced and all methods described so that the <br />effort can be understood and repeated by others if necessary. The results obtained by <br />these methods should have a level of confidence so that they can be extended to river <br />reaches that were not specifically sampled, <br /> <br />9. ACQUISITION STRATEGY <br />An acquisition plan will be developed in the future for any work that will be obtained by <br />contract. The PM must ensure that any acquisition is coordinated with appropriate <br />functional elements and the contracting office of the agency, No contracts were initiated <br />by the Corps of Engineers during the Reconnaissance Phase, During the Feasibility <br />Study Phase, contracts may be used when specialized expertise is needed to complete the <br />analysis of unique local conditions, schedule requirements require additional resources, <br />perform Independent Technical Review, or upon the recommendation of the local <br />Sponsor as part of the cost-shared work effort, <br /> <br />10.
