FUNDING <br /> <br />3.1 Reconnaissance Phase <br />The Reconnaissance Phase is 100% Federally funded and it is estimated that it will cost <br />up to $197,000 by the time the FCSA is negotiated and the cost-shared phase begins, The <br />following table lists estimated costs for the reconnaissance phase by Fiscal Year through <br />spring 2005, While it is desired that a Reconnaissance Study should cost no more than <br />$100,000, there is a provision for contingencies, which can raise the cost of the study, <br />Contingencies include complex scopes and the need to re-scope the study as a result of <br />the negotiations leading to the FCSA, The Feasibility Phase, which is the next step, will <br />be cost shared equally by the Sponsor and the Corps, The Sponsor's share may be wholly <br />in cash or as in-kind services or a combination of both. <br /> <br />Table 3. It should be noted that the in,kind services have not been negotiated and are <br />rough estimates at this time, As indicated in the Feasibility Cost Sharing Agreement, <br />excess study costs will also be cost-shared equally with the city of Greeley. A draft <br />detailed breakdown of total and the "Decision Point I" study costs are summarized in <br />Table 4 Table 5 provides the estimated pace of expenditures on this study by Federal <br />Fiscal Year, <br /> <br />I <br />I <br /> <br />. <br />I <br /> <br />13 <br />
