Walcher
Executive Director

;
Rod Kuharich
CWCB Director

Dan McAuliffe
Deputy Director

Dear Mr. Miller:

I appreciated the Corps of Engineers (Corps) involvement in the Cherry Creek Probable
Maximum Precipitation (PMP) Technical Review and participation in the June 19, 2003 review
meeting in Denver, Colorado. This Board (CWCB) in cooperation with the local government
sponsors (Arapahoe and Douglas Counties, City of Aurora and City of Greenwood Village,
Colorado) have been tasked for performing a technical review of the Corps and the National
Weather Service (NWS) Site-Specific 1995 PMP Study. The CWCB is accomplishing this
project by contract with Applied Weather Associates (AW A) for the performance of certain
meteorological, climatological, and hydrological tasks using World Meteorological Organization
(WMO) PMP procedures. The PMP procedures require professional judgment and knowledge
of extreme storm data in the performance of a PMP analysis. Any site-specific investigation
requires the regional transposition of extreme storm events.

In addition to the Board's contract with AWA, the Board formed a technical review panel with a
make-up of recognized PMP experts to perform technical review for the project. The CWCB
feels that the technical review panel comments were addressed and recommendations
incorporated to a satisfactory level. The basin project impacts and PMP concerns were
addressed through regular meetings of the Cherry Creek PMP Advisory Committee whose
membership includes representatives of the cities and counties, professional groups with an
interest in the project, agency and organizational officials and a number of citizens.

At the June 19th meeting, the AWA and the NWS presented their respective PMP study findings
and provided study comparisons to each other's study results regarding the PMP for the Cherry
Creek Basin. These comparisons are presented in the document entitled "Site-Specific
Probable Maximum Precipitation (PMP) Study for the Cherry Creek Drainage Basin - Second
Final Report Review Meeting June 19,2003 Denver, Co" which is posted on the CWCB web
site @ www.cwcb.state.co.us. AWA will incorporate the information and comments that were
presented at the June 19th meeting into their draft report entitled "Probable Maximum
Precipitation (PMP) Site-Specific Study for Cherry Creek Reservoir dated April 2003".

Flood Protection.
