This insight can provide an opportunity for adjustments to be made to the <br />Corps regulations specific only to the Cherry Creek Basin, based on that uniqueness. <br />Adjustments may need to bc made to the values being used by all parties, if we are to get <br />an appropriate resolution. <br /> <br />Request No.4 - Should the Corps not have the resources to address Requests 1 <br />through 3; can the Corps partner with the CWCB and National Wtlathtlr Stlrvlce in a joint <br />request to the National Academy of Sciences for the resolution and determination of <br />reasonable PMP values for the Cherry Creek Ba.~in using the findings in the NWS 1995 <br />PMP Study and the A W A 2003 PMP Study? <br /> <br />Response No, 4 - The Corps considers the Cherry Creek PMP issue to be very <br />important. As such, the probability of the Corp not finding resources to fulfill our <br />commitment to responses 1 through 3 is unlikely. But if for some reason the Corps <br />cannot perform these items, the Corps would be more than willing to partner with the <br />CWCB and National Weather Service in a joint request for National Academy of Science <br />assistance in resolving the PMP differences. <br /> <br />We have based these responses on our confidence that the CWCB and Working <br />Group will work with the Colorado Congr~ssional members in getting FY04 legislation <br />allowing the Corps to fulfill all of thcsc responses_ The Corps has carefuUy adhered to <br />the federal legislation on Cherry Creek authored by the Colorado Congressional <br />delegation and will proceed with these requests only after receiving confirmation that the <br />Colorado Congressional members, specifically Representatives Hefley and TllIlcredo, <br />concur with the Corps' actions. A copy of this lelltlr has been sent to Congressman <br />Hefley and Congressman Tancredo. <br /> <br />Great progress has been made on the PMP issue in the last few years and I sec <br />that progress continuing.
