'~~ <br /> <br />g. <br /> <br />In all newly constructed, substantially reconstructed or <br />remodeled residential, commercial, industrial, or public <br />buildings, the use of any leaking plumbing fixture. <br /> <br />PART VIII. DIVISION 9 <br /> <br />1193.1 RETROFITTING OF RESIDENTIAL PROPERTY AT THE TIME OF <br />CHANGE OF OWNERSHIP. All residential properties <br />shall be brought into conformance with the water conservation <br />standards as contained in sections 1143.1(a), (e), and (g) at the <br />time of a change of ownership. Residential properties shall be <br />inspected to determine the measures necessary for conformance with <br />this Section and this determination shall be included in the <br />Report of Residential Zoning and Building Records required by this <br />Division. <br /> <br />~ <br /> <br />PART X. ARTICLE 3 <br /> <br />1302.92 IRRIGATION AND LANDSCAPE STANDARDS FOR NEW <br />PROJECTS. No bUlldlng permlt shall be lssued to <br />any new project in the R-4 zone or in any commercial zone that is <br />subject to Design Review, until the Planning Commission has <br />approved an irrigation and landscape plan for that project. The <br />Planning Commission shall encourage irrigation and landscape plans <br />that: <br /> <br />a. Minimize the use of water. <br /> <br />b. Incorporate low-output spri nkler heads and drip irrigation <br />systems. <br /> <br />c. Minimize runoff and evaporation. <br /> <br />d. Maximize the use of drought-tolerant plants. <br /> <br />e. Use mulch and topsoi 1 to improve the water holding capaci ty <br />of the soil. <br /> <br />1302.93 The use of hoses or other free-flowing water con- <br />veyances for the washing of cars, decks, sidewalks, <br />or other large ex terior surfaces is prohibi ted in all commercial <br />zones. <br /> <br />1302.94 TEMPORARY RESTRICTION ON INTENSIFICATION OF WATER <br />USE IN ALL COMMERCIAL ZONES AND IN THE R-4 ZONE. <br />No change in land use, in any commerclal zone or in the R-4 zone <br />shall be permitted through permit or license that results in a <br />significant increase in water consumption until a water management <br />plan has become effective and allocates available water supplies <br />to zones and uses in conformance with policies in the General Plan <br />and the Local Coastal Plan. The significance of an increase in <br />water use shall be determined by the Planning Commission and shall <br /> <br />-6- <br />
