<br />be based on the following standards based on seats, units, <br />appliances, or floor area as appropriate for the use. <br /> <br />a. Existing commercial uses such as restaurants, bars, motels, <br />hotels, lodges, laundromats, and other high water-use activ- <br />ities shall be limited to an increase in capacity of not more <br />than 5 percent. <br /> <br />b. Existing commercial uses of average or low water-use activ- <br />ities shall be limited to an increase in capacity of not more <br />than 25 percent. <br /> <br />c. Proposed new high water-use activities shall not be permitted <br />unless a water savings equivalent to the proposed new use has <br />been achieved by the applicant on property within the City. <br /> <br />d. All intensification of water use on non-residential proper- <br />ties in the R-4 zone shall be limited to 25 percent of the <br />existing water use on such property. <br /> <br />e. All foregoing standards may be waived if the increased capa- <br />ci ty of the proposed acti vi ty has been mi tiga ted by the <br />applicant through equivalent water conservation such that the <br />water conserving effect of the standards have been met. <br /> <br />1304.1. 29 <br /> <br />RETROFITTING OF COMMERCIAL PROPERTY.
