<br />The Louisville and Jefferson County Metropolitan Sewer District (MSD) has authority over
<br />storm water, drainage, and floodplain concerns for both the City and the County. In this role,
<br />MSD prepared the original applications for participation in the Community Rating System (CRS)
<br />on behalf of both entities in 1990. In subsequent years the ratings for both City and County have
<br />improved to category 8, and in December 1993 requests for modification of their ratings to
<br />category 7 were filed by MSD.

<br />The City, the County, and MSD hope to achieve even higher ratings, but the prospect of
<br />accomplishing this is uncertain under the current configuration of CRS. MSD has aggressive,
<br />pro-active programs of public information, storm water management, flood 'control,
<br />multi-objective planning for stream corridors and greenways, and comprehensive watershed
<br />management. However, many efforts that are considered part of sound storm water and flood
<br />management in Louisville, such as drainage system maintenance and improvement, earn little
<br />credit in the eRS structure. At the same time, there is only limited opportunity for making
<br />significant gains and credits in acquisition of flood-prone properties, because of very large
<br />numbers of buildings that exists in the floodplains of area streams. Louisville, Jefferson County,
<br />and MSD would like to see the CRS scoring criteria broadened and reshaped to allow credits for
<br />some activities that are currently under-represented.
