<br />VII. STREAM AL TERA TION PERMITS
<br />

<br />The permitting process for construction of the emergency stabilization project was investigated.
<br />Based on conversations with a number of federal, state, and local officials, it seems that the
<br />permitting process will not hold up the construction. Notification to several agencies would be
<br />required in order to perform the work, but the normal permitting process can be avoided due to
<br />the emergency nature of the problem. One official stated that there was a 6 month period,
<br />following the February 2 disaster, in which emergency repair work could be performed without
<br />having to complete the normal permitting process. The following agencies were contacted to
<br />inquire about the proposed project.
