FUTURE MITIGATION <br /> <br />Due to the recent Presidential Disaster Declaration for Alameda County and other counties in <br />California, the State will have access to millions of dollars worth of Hazard Mitigation Grant <br />Program (HMGP) funds. The total amount of HMGP funds available to the State is calculated <br />based on a percentage of the estimated total damages during the incident period of the declared <br />disaster. (The HMGP funds are usually 15% of the total ($) computed from the FEMA Damage <br />Survey Reports). For example, the State of Colorado received a disaster declaration in 1997 for <br />sever flooding in Fort Collins and other areas in eastern Colorado. The State is now eligible to <br />receive over 2 million dollars in HMGP funds to spend on much needed flood hazard mitigation <br />projects. It is highly recommended that landowners and concerned citizens contact their <br />local government officials (i.e. elected officials and staff of Alameda County), and request <br />that the County officially apply for HMGP funds for specific projects where mitigation is <br />needed. A comprehensive floodplain/streambank stabilization project on Arroyo De La <br />Guna could be a good candidate for HMGP funds. At the appropriate time, the County would <br />forward a notice-of-interest or a full application to the State Hazard Mitigation Officer. The <br />Region 9 office of FEMA, located in Sacramento(?), would be able to identify who the <br />Mitigation Officer is for California. The HMGP funds are available for every declared disaster, <br />and should be aggressively pursued by interested Counties and Municipalities. <br /> <br />. <br /> <br />10 <br />
